LIFE+ proposal COM 2004 (621) of Sept. 29 2004 • LIFE+ : implement 6th EU Environmental Action Plan • Topics: biodiversity and Natura 2000, climate change, environment and health, Water Framework Directive, urban areas, recycling, sustainable production, EIAs. Two strands: • implementation and governance (improve knowledge base, networking and exchange best practice, capacity building, facilitating active involvement citizens) • information and communication (to promote EU environment policy through publications and communication).

LIFE + proposal • Within these two strands and a total proposed budget of 2,190 million €, the only sections which seemed to have any kind of relationship to nature conservation work were: • ‘building the knowledge base’ (studies etc), 245 million € • ‘information and communication’ (awareness-raising, conferences, publications), 315 million € • ‘capacity-building and implementation’ (training, networking, dissemination), 980 million €

LIFE +: heading ‘Natura 2000’ Fundable under this heading: • ‘innovative approaches to site management and planning’, • ‘management costs for certain sites not covered by the Structural Funds or the Rural Development Programmes’, • ‘innovative monitoring’, • ‘support for local partnerships and training of stakeholders’.

  8. 80% (= 1680 million €) shared by member states, covers: Biodiversity (ring-fenced: 50%) Forest Focus Urban Wildfires health & environment climate change part of LIFE Environment (most has gone to ETAP – ‘Environmental Technologies Action Plan’ – and its connected framework programme for financing competitiveness and innovation). This 80% is divided between member states through a key based on these criteria: Population size counts for 50% Population density 5% Natura 2000 designation (absolute) 25% Relative Natura 2000 designation compared to average of all 25 MS 20% However, small member states (Luxemburg, Malta, Cyprus) get a minimum allocation of at least 1 million €/year LIFE + Breakdown

  10. Two multiannual strategic programmes, determined at EU level by the Commission in consultation with member states. One covers 2007-2010, the other 2011-2013 Annual national programmes which the member states must draw up, based on these multiannual programmes. Project applications conform to national programme of the year in question To administer the LIFE funds, Member States must set up agencies Agencies can be funded from the LIFE budget (2% maximum of member state envelope may be used for agencies) Agencies responsible for selecting and monitoring LIFE+ projects How LIFE+ will work

Forest Focus • Based on Regulation 2152/2003 • Annual budget of 15.6 million € • Aims at developing a mutually compatible EU-wide forest monitoring system. • Pilot project in 2004 to develop this. One of the issues addressed by Forest Focus was expanding forest monitoring to subsoil conditions, biodiversity • Regulation ends in 2007. Forest Focus will then be merged into LIFE+, as part of the envelope to be distributed between member states • MS responsible for including forest focus actions in their annual programmes.
