TC Dept’s review of major developments • The FAO renewal process is intended tomore efficiently and effectively respond to priority needs of its Members • Within the new Strategic Framework, TC is therefore required to: • Be a strong actor of the strengthening of FAO’s work, especially at field level. • Closely cooperate with other stakeholders. • Improve the impact of its programmes.  In this context, TC has a corporate responsibility for Strategic Objective I and L as well as Organizational Result X01 • The TC Department is implementing major changes in two areas: 1 - Restructuring of the department 2 - TC renewal process These changes are meant to improve: • Support to the Decentralized Offices • Assistance to key stakeholders throughout the project cycle • Field Programme integration in the RBM system • Coherence and interaction with stakeholders and DOs (“TC as one”)

TC Dept’s review of major developments TC New Structure TCDM (ex TCOM) • Attached to office of ADG/TC • Ensures strategic support to field programme planning, management, coordination and implementation. TCS • Strengthens the linkages between the decentralized offices and headquarters technical departments TCE and TCI • Their structure reflects planned outputs within the FAO Strategic Framework. • Structure consolidate along geographical lines to improve coordination among TC divisions, interaction with partners and decentralized offices, and response to member countries needs.

TC Dept’s review of major developments TCS helps to strengthen the linkages between the decentralized offices and headquarters technical departments. • TCSP (Policy Assistance Support Service)  central channel in FAO for policy assistance on agriculture and rural development and food security policies and strategies ii)TCSR (Resource Mobilization and Operations Support Service) corporate resource mobilization strategy and operations operational focal point for the Field Programme Support network support to DOs in the delivery of donor funded programmes and projects iii)TCSF (Integrated Food Security Support Service) ensure integration of corporate support to the development of national and regional programmes and plans of action for food and nutrition security • TCP (Technical Cooperation Programme)  attached to the office of the TCS Director  monitor use of the decentralized part of the TCP appropriation,  oversee corporate respect for the TCP criteria and rules,  coordinate approval of the share of the TCP appropriation that has not been decentralized for emergency and interregional projects.

TC Dept’s review of major developments TC Renewal • A TC renewal Operational Plan was prepared through a participatory process • The implementation team consists of a central coordination group and seven Key Results (KR) Teams that will address specific change processes that will translate the results of the consultations into concrete actions • DOs involvement in these processes is key • Implementation starts by end June 2010

TC Dept’s review of major developments • KR 1 : The revision of the mission and functions of the TC Dept to be consistent with the IPA (coordinated by Materne Metz – TCS) • Provide clear definition of the future role of TC within FAO’s Strategic Framework • Define a strong coordination mechanism for policy assistance work on corporate priority policy themes • KR 2: New TC Divisions generating better and more cost-effective services (coordinated by ADG/TC) • Operationalization of the new TC Divisions • KR 3: FAO field activities consistent with the UN Reform Agenda (coordinated by Fran Brunet - TCDM) • Improve FAO awareness of UN reform agenda and aid effectiveness agenda

TC Dept’s review of major developments KR 4: Coordinated TC Support to DOs (coordinated by Richard China - TCS)  KR divided in 5 sub-groups to better address this issue • KR 4.1: Country Focus Teams (coordinated by Fran Brunet – TCDM and Richard China – TCS) • Establish Country Focus Teams to promote an integrated TC approach to countries’ support KR 4.2: Resource Mobilization (coordinated by Dominique Di Biase - TCS) • Formulate differentiated resource mobilization strategies integrating donor profiles, roles of DOs and Technical Depts, analyzing the opportunities offered by different funding windows

TC Dept’s review of major developments KR 4. 3: NMTPF (coordinated by Vito Cistulli - TCS) • Review of NMTPF concept, guidelines and management framework KR 4.4: Thematic Teams (coordinated by Gary Smith – TCI) • Establish thematic groups on issues of high-visibility where coordination with actual and potential donors, UN system and other partners is vital for FAO’s success KR 4.5: Information Networks (coordinated by George Mantzarlis – TCDM)  Establish a country information and knowledge system to support departmental and corporate country level work

TC Dept’s review of major developments • KR 5: Accountability framework and quality support and assurance (coordinated by Fran Brunet – TCDM and Roberto Samanez – TCS) • Revise and improve coherence of the accountability framework and quality support and assurance processes; including the revision of the Field Programme Manual • KR 6: Improved Management of the TC Dept (coordinated by Guy Evers - TCI) • Put in place interdivisional and consultation mechanisms to ensure coordinated departmental action • KR 7: Improving TC HR capacity and management (coordinated by Alberta Mascaretti - TCI) • Recognize team work in TC HR management • Promote intradepartmental staff mobility and rotation
