STORMWATER REGULATION HISTORY • 1983- Stormwater Management Rules are adopted • Dec. 1992- NJDEP solicited comments for improving regs to accommodate regional development • Dec. 1993- NJDEP developed and released draft of new regs • Dec. 12, 2002- NJDEP released revised regs which attempt to address concerns and comments • April 7, 2003- Comment period on the lastest version ends

  4. PHILOSOPHY Current Standards • Focus: remove stormwater quickly to prevent flooding Proposed Standards • Focus: • Reduce SW runoff volume • Reduce erosion • Maintain infiltration and groundwater recharge • Safety • Mimic natural drainage systems

  5. STORMWATER MANAGEMENT PLANNING PHILOSOPHY Current Regulations • Municipality and County approach • Each municipality develops its own SWM plan • SWM Plan submitted to each county for approval • Statewide minimum set

  6. STORMWATER MANAGEMENT PLANNING PHILOSOPHY Proposed Regulation Philosophy • Regional and Watershed approach • Regional plans for management • Municipality develops SWM plan but must assess impacts on D/S waterways • HUC-14 drainage area specific plans • Stream Corridor Protection Plans

  7. GROUNDWATER RECHARGE STANDARDS Current Regulations • Not required but suggested • Recharge: replenishing the underground water reserves

GROUNDWATER RECHARGE STANDARDS Proposed Regulations • GW Recharge: water that infiltrates into the ground and is not lost by evapotranspiration • Two options: • Maintain 100% of the Pre-Construction GW Recharge Volume OR • Runoff Volume increase from Pre to Post Construction for 2-Year Storm is infiltrated

  10. WATER QUALITY STANDARDS Current Regulations • Two design storms • 24 hr, 1-yr • 1.25” in 2 hrs • Maximum 90% Evacuation • Residential: 18 hrs • Commercial: 36 hrs • Minimum Orifice Size: 3”

  11. WATER QUALITY STANDARDS Proposed Regulations • Non-Structural Emphasis • 80% TSS Removal • Design Storm Standardization • Evacuation Time Standardization: 18 hrs • Minimum Orifice Size: 2.5”

  17. POSSIBLE PROBLEMS/CONCERNS Water Quantity: Option 1: Trying to control the runoff rate at any point in time. Option 2: Allowing to increase the volume without increasing the flood damages. Maintenance Issues
