  3. EASA is een onafhankelijk Europees Agentschap dat: • Regelgeving voorbereidt • Namens de EC toezicht op implementatie • alleen centraal regels zelf uitvoert als dat beter kan op centraal niveau EASA - MDM.032

  4. Vraag naar voorstellen • Gestart in 2006 • Gevraagd naar concept(en) voor “betere regelgeving” voor general aviation • Opgepakt zijn : Part M, licencies voor aircraft mechanics, piloten, OPS, Part 21 EASA - MDM.032

  5. Part-M • Continuing airworthiness • Vorige week gepubliceerd in EU official journal • Doel was meerdere versimpelingen ( regulation 1056 and 1057/ 2008 ) in Part-M , inclusief pilot owner maintenance: EASA - MDM.032

  6. Licencies voor Aircraft mechanics en Piloten • Voor Aircraft mechanics nog “ In bewerking” en • Opinie staat gepland voor 2e kw 2009 • PPL licences: • Voorstel voor een nieuwe licentie Leisure Pilot Licence (LPL) voor aeroplanes, helicopters, zweefvliegtuigen en balonnen • Er kan nog tot 15 December commentaar gegeven worden. EASA - MDM.032

  7. Waarom een nieuwe licentie? • De voordelen voor general aviation o.a. • Lichtere vereisten en makkelijk toegankelijk • Onbeperkte duur , maar gemoderniseerd • Sub-ICAO medical • Toe te voegen ratings (bijv. aerobatics / slepen) • In heel de EU geldig EASA - MDM.032

Part-21: NPA 2008-07 • Het maken van een concept van European Light aircraft (ELA, met 2 subprocessen ELA 1 en ELA 2 • Het maken van een concept van standaard wijzigingen en repairs • Concept van CS-LSA Light Sport Aeroplanes • Wat is ELA? • Lichter regelgevend kader gebaseerd op een nieuw concept voor de European Light Aircraft (ELA). • ELA is niet een nieuwe categorie van luchtvaarttuigen gedefinieerd op basis van criteria zoals stalling speed of een certificatie code, maar is een substabtieel simpeler nieuw regelgevend proces voor luchtvaarttuigen, onderdelen etc. • Doel: type krijgt een type certificaat en ieder vliegtuig krijgt een individueel bewijs van luchtwaardigheid EASA - MDM.032
