  9. Results • 1.9% of interlocked offenders are re-arrested while driving a vehicle other than the one that is interlocked 76% of 2.5% = 1.9% • 0.6% of interlocked offenders are re-arrested in an interlocked vehicle 24% of 2.5% = 0.6% Interlock Symposium 2007

Conclusions • Driving an interlocked vehicle while impaired is more frequent than we thought.(24% of 2.5%) • It may be an overestimate because offenders sometimes switch plates from an interlocked vehicle to the one they drive. • In any event, it is illegal and a small problem by comparison to the large number of offenders who do not install and continue to drive after drinking. Legislative Recommendations • Mandatory Interlock for at least one year for all convicted offenders with electronic monitoring or urine testing as the only alternatives. • Mandatory Period of Interlock before Unrestricted License Reinstatement. • Interlock License as an Alternative to Revocation. • Mandatory Immobilization or Interlock between DWI arrest and adjudication. • Compliance Based Removal. Requirement: No recorded BAC > .05 by any driver for a year. • An Indigent Fund with objective standards. Interlock Symposium 2007
