Geography’s Role in GA Politics • Which regions are people from in Georgia? • What did you learn about your regions historical level of influence and side on an ideological divide? • Agricultural or Industrial? • Who is from another state? Economic & Political Cleavages • How did the state economy divide historically? • How did economic divisions affect political divisions? • Talmadge support was in less-industrialized, rural areas. • Places with fewer slaves and more industry were more likely to defect from the Democratic party in the 20th Century, for instance by voting for Hoover in 1928.

  15. County Unit System • Representation: • Until 1962, Georgia used a county-unit system in Democratic primaries. • Urban counties received 6 unit votes, town counties 4 votes, and rural counties 2 votes. • This gave disproportionate weight to small rural counties.

  16. “Rule of the Rustics” • 8 urban counties (6 votes) • 30 town counties (4 votes) • 121 rural counties (2 votes)

  17. County Unit System • “[G]ive me five good men in 100 rural counties and I could run the state under the County Unit System” Is this keeping with the Democratic spirit? Explain

  18. County Unit System • The case of Gray v. Sanders (1963) following Baker v. Carr (1962) rendered this unconstitutional for violating the "One Person, One Vote" principle. • Since then, power has shifted back to the Atlanta Core and Suburban Donut. • The share of the metro Atlanta area is rising, which shifts more power to that area.

Interesting Facts • “Empire State of the South” • Eugene Talmadge’s opposition to UGA Dean supporting desegregating the classroom (1940) • Blamed Communists, "foreigners" (non-Georgians), and subscribers to racial equality. • Led to loss of state universities’ accreditation, temporarily • Herman Talmadge’s “lost” votes • 58 late votes from Telfair, his home county, discovered after initial count • 34 votes in alphabetical order • 32 had identical handwriting • 2 dead voters • 5 no longer resided in Telfair
