  2. How will reporting from national to international statistical systems be handled?

  3. Different roles in the global SDG reporting National statistical systems: collect data according to the Fundamental Principles of Official Statistics and provide data and metadata for global reporting. Regional mechanisms: facilitate, as appropriate, the data and metadata transmission process from the national to the global level International agencies: Provide internationally comparable data in the different statistical domains, calculate global and regional aggregates, and provide data and accompanying metadata to UNSD. UNSD: make available the internationally comparable country data on each of the indicators alongside the regional and global aggregates in the SDG Indicator global database.

Responsibilities of Specialized Agencies • Collect data in their domain from countries (or regional organizations as appropriate) through existing mandates and reporting mechanism to provide internationally comparable data and calculate global and regional aggregates • when country data are missing, estimates may be needed to fill data gaps • when country data collected using different methodology, data may be adjusted to make them comparable • data reported from different sources from one country that are inconsistent, adjustment needs to be made • Develop internationally agreed standards, coordinate on the indicator development, and support increased adoption and compliance with internationally agreed standards at the national level • Strengthen national statistical capacity and improve reporting mechanisms.

  9. Report will be based on global data compiled over the years of the SDG implementation cycle.

  10. Types of data being considered for goal 11 • Numeric and Textual data • Multimedia especially when advocacy is included • Geographic Information Systems (GIS) • Real-time and Active Data • Big data/privately held data • Modeled data

  11. At agency levels what do we have… Current practices • Each agency/unit maintains its own set of data. • Users of one program may be unaware of potentially useful data held by other programs. Duplication of data • Same data is held by different units. • Wasted space and potentially different values and/or different formats for the same item.

Why a uniform Goal 11 database • Connecting the inter-relatedness of indicators • Many times we studying same people in same spaces • Controlling redundancy in data storage and in development and maintenance efforts. • Sharing of data among multiple agencies. • Providing persistent storage for program/baseline objects– base populations, layers. • Providing storage structures for efficient Query Processing • Enforcing integrity constraints on the database. • Drawing Inferences and actions using rules—dash-boarding

  15. Proposed Work Plan on Additional Indicators TIMELINES Work on the additional indicators will take place during 2017 for presentation at the 49th session of UNSC in 2018. IAEG Members will review the current targets for possible additional indicators and front these for inclusion in an open consultation. For targets where the IAEG has identified the need for an additional indicator but has yet to identify a proposal, IAEG may request proposals from agencies that work in that area. An open consultation on the proposed possible additional indicators will subsequently be launched, similar to the recently concluded consultation on the indicator refinements

Proposed Work Plan on Additional Indicators TIMELINES • IAEG Members will review the results of the consultation, and among proposals that equally address the same issue, IAEG Members may give preference to those proposals with an established methodology and with data available. • IAEG Members will finalize a list of proposed additional indicators to present to the 49th session of the Statistical Commission for its consideration in March 2018. • At this meeting, we can agree what our priority additional indicators are by targets, package them in time and submit this for the review via all IAEG members.

  17. Some recommendations • Invite participating agencies to share their data collection calendars • National vs. International surveys: To the extent possible, use national official data • Need to jointly identify discrepancies between the national and international data, in order to facilitate the dialogue between countries and agencies, and at building stronger coordination within NSSs. • Encourage all participants to review and revise current regional groupings used in global reports. • Produce data disaggregation documentation for consideration across all SDGs.
