Aims of the Conference Within the framework of UNCLOS and the 2050 AIM Strategy, the aim of the Conference is to contribute to the development of the African Integrated Maritime Human Resources Development (HRD) Strategy and the various continental policies which need to complement the AIM Strategy. The Conference will do so by: ● contributing to the finalisation of continent-wide maritime sector capacity and ocean governance reviews; ● mapping processes to identify and draft the required policies as well as to implement the 2050 AIM Strategy in the field of training, education, research and innovation; ● developing structures to coordinate and drive the drafting of policies as well as the capacity development agenda in the field of training, education, research and innovation; and ● being organised in such a way that the work done with regard to the implementation of the 2050 AIM Strategy in the field of training, education, research and innovation is informed by the work done with regard to ocean governance and vice versa.

  6. Attendance at the Conference Attendance will be by invitation (about 300-350 delegates) and representatives of institutions and other stakeholders that are involved in maritime training, education, research and innovation on the continent as well as ocean governance experts and representatives of the African regional economic communities, specialised international institutions, AU Member States, the African maritime industry and civil society.

Ocean Governance Theme & UNEP Project African Ocean Governance Blueprint: • Driven by UNEP Regional Seas Programme to provide guidance for consistency in African RS Conventions (i.e. action plans) • Coordinated by IOI-SA through a Panel of Experts approach • Focus on areas of environmental governance not adequately covered by AU 2050 AIM Strategy (align with and strengthen AIMS) • Promoting ecosystem-based approach and Regional Partnership Strategy Pan-African Summit on Ocean Governance: • Provisionally planned for July 2015 • To adopt the Implementation Blueprint (with action plan) • Constitute regional partnership platform In Support of the African Maritime Domain Conference9 - 12 Nov 2014

Progress of the Panel of Experts • 1st Meeting January 2014 - Cape Town • Initiated the project, developed a road map to the summit • Development of Draft discussion papers for Conference • 2nd Meeting planned as part of AMD Conference - Nov 2014 • UNEP and PoE members to give plenary presentations on key Ocean Governance and Blue Economy Issues • PoE meeting will be conducted as part of the break-away sessions • Blueprint document preparation • Currently under development with contributions from regional experts • Draft to be finalized following input from 2ndPoE meeting In Support of the African Maritime Domain Conference9 - 12 Nov 2014
