  2. Greetings, State Directors • Michael Fong, NACTE Project Officer • Primarily focused on college and career readiness-related programs • Contributed to the previous national assessment of “vocational education”

  3. NACTE Overview • Statutory requirement • Conduct an independent national assessment of CTE under the Act • Examines Perkins IV implementation and CTE participation/outcomes (broadly speaking) • Interim and final reports

  4. Federal CTE Policyand Key Changes in Perkins IV • Federal CTE support for nearly a century • Key changes in most recent legislation: • Option to merge Tech Prep funding • Expansion of accountability requirements • Introduction of programs of study (POS)

  5. NACTE Study Questions • Overarching questions: • How have secondary and postsecondary student enrollments in CTE programs changed? • Do students who participate in CTE realize any educational or workforce benefits compared to those who do not participate?

NACTE Study Questions • How are Perkins IV funds distributed and used? • To what extent are Perkins IV accountability data valid, reliable, and comparable, and to what extent are decision makers using these data? • How are grantees meeting the requirement to develop and implement programs of study?

Research Methods • Surveys (states, districts, and postsecondary institutions) • Site Visits and Cross-Case Analysis • State Fiscal Allocation Data to Sub-grantees • Analysis of Extant Data (quasi-experimental methods and cross-tabulations) • NCES longitudinal data, high school transcripts • State and district administrative data • Wage records

  8. CTE Participation at Secondary Level • General decline in CTE participation rates, depending on CTE coursetaking threshold, between 1982 and 2004.

  9. Secondary CTE Participation in Context • Compared to other industrialized nations, high school graduates in the U.S. do not complete as much CTE coursework. • Percentage of upper secondary school enrollment in concentrated CTE sequence (25 percent of total credits).

  10. Analysis of CTE Participation andHigh School Outcomes • Analysis of national longitudinal data of high school students found that CTE concentrators performed similarly to non-concentrators (math achievement and high school graduation).

  11. Analysis of CTE Participation andHigh School Outcomes • Analysis of data from a natural experiment in Philadelphia found that students who chose to apply and were admitted to a CTE school (by lottery) in the district were: • More likely to graduate on time compared to those who applied but were not admitted. • More likely to complete college preparatory coursework compared to those who applied but were not admitted. • Performed similarly on math and reading assessments compared to those who applied but were not admitted.
