  1. RECORD REVIEWS • The Selection Board reviews your digital service record through the use of EMPRS, the Electronic Military Personnel Record System • Contains Fitness Reports and information from your microfiche/CD

IN THE TANK • Reviewed records (OSR/PSR with member annotations) are electronically forwarded to the voting area (“The Tank”) • Head recorder calls your name and number, and your primary reviewer begins to talk about your record • Other members listen and vote when they’ve heard enough Simulated tank session with fictitous training record

  3. INDIVIDUAL TRAIT AVERAGE SUMMARY GROUP TRAIT AVERAGE PERFORMANCE SUMMARY REPORT REPORTING SENIOR CUMULATIVE AVERAGE All officers of that grade (regardless of designator) that the reporting senior has rated.

  4. VOTING • Members vote electronically in secret • “Confidence for selection”-- 100%, 75%, 50%, 25%, 0% • Votes are totaled and averaged, and next candidate is put up. • The average time your record will be before the board is 1-2 minutes

  5. PROMOTION OBSERVATIONS • Performance is the Number ONE indicator • OSR cover page complete/up-to-date • Additional Qualifications • Other Degrees (outside of specialty) • Subspecialties • Avoid “NOT Observed” FITREPs for long periods (if possible)

  6. FAILURE OF SELECTION (FOS)MILPERSMAN 1420-050 • ABOVE and In-Zone officers ONLY • Talk to your detailer • A record review can be requested • Sometimes there are no obvious answers! • Discuss plan of action for next board and future career options

  7. KEY POINTS • Talk with the Specialty Leader • Talk with the Detailer • Address co-location and EFM issues with the Detailer early • Be flexible • Review your OSR / PSR and BUPERS CD annually

  8. YOUR JOB… Review annually: • OSR/PSR https://www.bol.navy.mil/ • Make sure all service schools, education and awards are documented. It takes time to fix errors! • BUPERS CD https://www.bol.navy.mil/ • Scanned copies of fitness reports need to be legible! Often, items in CD appear illegible but are legible to the board – if in doubt, contact the detailer to verify
