  3. What is Risk MAP? Beginning in Fiscal Year (FY) 2009, FEMA initiated the Risk MAP program. FEMA’s vision for the Risk MAP program is “to deliver quality data that increases public awareness and leads to mitigation actions that reduce risk to life and property.” To achieve this vision, FEMA will transform its traditional flood identification and mapping efforts into a more integrated process of accurately identifying, assessing, communicating, planning and mitigating flood risks, according to Procedure Memorandum No. 59 (July 23, 2010).

Idaho Risk MAP Discovery Lower Boise Detailed Studies on 10-Mile, 9-Mile, 5-Mile and Indian Creeks Utilize existing USACE H&H Model for the Boise River and Continue from Ada Co to Snake ACCEM already has Hazus II complete, work on Canyon Co. Boise Foothills Tributaries need to be re-delineated using LiDAR Canals represent a significant flood risk to much of the watershed, as do dam breach scenarios

Idaho Risk MAP Discovery Big Wood Significant inaccuracies in existing DFIRM due to original 10m DEM delineation, recent Digital Conversion perpetuated this error Significant backwater flooding in several cities caused by undersized culverts, roadway and railway embankments Levees, Levees on private property, PAL’s Split-flow modeling concerns on the Big Wood River Use LiDAR to re-delineate A zones Numerous Claims outside SFHA Identified extensive coverage of D zones

  15. Idaho Risk MAP Discovery Upper Henry’s Upper part of the watershed has high risk during tourism season Freemont County requested A zones at Big Springs Thirsty Creek. Redelineate Duck Creek using LiDAR, but account for undersized culverts at roadways Island Park and Ashton Dam Failure Warning systems need be considered for PDM Grants Ashton Dam is currently under reconstruction due to seepage issues

Idaho Risk MAP Discovery Lower Henry’s Major risk associated with ice jams at several flooding areas Redelineate A zones using LiDAR at the St. Anthony Coffer Dam, it pushes water from Henry’s over an irrigation canal and causes major flooding Detailed Study at Salem Parker Highway to guide development Yellowstone and Enterprise canals represent substantial risk for breach Numerous undersized culverts

Idaho Risk MAP Discovery Teton Primary flood risk is rain on snow on frozen ground events; secondary flood risks are ice jams where narrow canyons meet wide, flat floodplains; tertiary risk where ice jams divert floodwaters into canals North Fork/South Fork Teton River, Teton Creek and Trail Creek need AE zones Sugar City has series of bridges funnel water/ice toward city Spring and South Leigh Creek under development pressure
