The Health Equalities Framework

The Health Equalities Framework (HEF) is an evidence-based outcomes framework designed to assess the effectiveness of learning disability services in addressing health inequalities. This systematically developed tool measures how LD services contribute to reducing exposure to key determinants of health inequality. It encompasses social, genetic, behavioral, communication, and access determinants, thus demonstrating how services can improve health outcomes for individuals with learning disabilities and their families. Resources are freely available on the NDTi website for download.

Using the 5 determinants of health inequalities to measure outcome • Demonstrating reduction in the impact of: • Social determinants • Genetic & biological determinants • Behavioural determinants • Communication & health literacy determinants • Service access/quality determinants (Emerson and Baines 2010)
