Professional and Amateur Sports Protection Act 1992(Bradley Act) • Exempted Nevada, Oregon, Delaware, Montana • States with legalized casino gambling would have until 1993 • Aimed at New Jersey • Goals: • 1. Stop the spread of state-run sports betting • 2. Maintain sport’s integrity • 3. Reduce gambling promotion among America’s youth

  4. Nevada • Number one state for sports gambling • Legal under the PAPSA • 186 betting locations • Total amount bet on sports in Nevada since 1984: $64,345,691,000 ($64.4 billion)

  5. Delaware • Gaming Competitiveness Act of 2012 • Authorizes online gambling • 3 casinos, 31 restaurants • $2 minimum, 3 game parlay minimum NFL

  6. New Jersey • National Collegiate Athletic Ass’n v. Christie • The New Jersey Betting and Equal Treatment Act of 2012

  7. Wisconsin • Illegal for residents to place sports bets • Chapter 945 of the Wisconsin State Statutes

Pros Cons • PASPA has failed to accomplish its goals • Provide state residents with protection from fraud and theft • Provide tax revenue and cut state budget deficits • Diminishes massive illegal industry • Opposed by professional sports leagues and NCAA • Harms the integrity of sports • Promotes gambling and takes advantage of citizens

  10. Personal Opinion • Betting on sports can be a form of entertainment that gives people a reason to watch. • As athletes, people should not be able to bet on anything they are affiliated with. • The sports world is already a major business, legalizing betting will create even more revenue.
