ROAD PAVEMENTS FORUM • Role, function of forum: • Driven by the industry • Providing a perspective of overarching strategic issues as it affects pavement engineering • Promoting best practice • Coordination and linkage with other groupings • Establishment of task groups with specific national objectives • Dissemination of new technologies • Informing Government of issues pertaining to cost-effective delivery

  3. ROAD PAVEMENTS FORUM • Role, function of forum: • Provision to be made for wider representation and participation from the broader roads industry • New urban and provincial authorities • Previously disadvantaged tertiary institutions • Emerging contractors • Regional representation

  4. ROAD PAVEMENTS FORUM • Unresolved issues: • Way forward wrt CAPSA resolutions • Status of Committees • Transformation from BMLC to RPF • Linkage with the RIC? • Funding of RPF • Broadening the support base (road owners and road material suppliers) • Frequency, format and duration of meetings

  5. ROAD PAVEMENTS FORUM • Management structure: • Sponsorship Committee • Overall guidelines, linkage with Government and other organisations • Appointment of Steering Committee • Steering Committee • Determination of programme • Linkage with institutional structures and task groups

  6. ROAD PAVEMENTS FORUM • Process: • Sponsorship Committee to meet • Composition of Steering Committee • Mandate to Steering Committee • Coordinating with other role players

  7. Resolution #1 • That the RPF opens a debate on institutional reform, financing and delivery of roads at a provincial level by: • discussing the issues and options raised by the Minister of Transport at a workshop and/or at committee level; and • making recommendations on the forum’s preferred options for implementations

  8. Resolution #2 • That, in respect of the current shortages of qualified materials technicians for quality control, that an RPF Task Group be formed to: • Promote recruitment of materials technicians • lobby for ECSA registration of Materials Technicians • promote the reintroduction of Materials Diplomas • promote the introduction of materials post-graduate training for Technicians

  9. Resolution #3 • That an Action Committee, consisting of E Horak, P Hendricks, B Perrie and P Myburgh, be mandated to advance the formation of the Road Infrastructure Centre through: • Support; • Establishment of goals and objectives; • Advice on its modus operandi and expand the membership of the Action Committee to be representative of the industry

  10. Resolution #4 • That a Working Group be established to identify research and development needs in the field of cement stabilisation
