MANDATE NSRP Strategic objective 26: To contribute to improved Governance in sport through an alignment of the boundaries of provincial sports federations with geo-political boundaries Performance indicator: The number of NFs that have aligned the boundaries of their provincial sports federations with geo-political boundaries.

  4. SPORT INDABA RESOLUTION Sports federations must undertake a review of their statutes and make provision to accommodate the alignment of their boundaries with that of the geo-political boundaries

  5. FOUNDING GUIDELINES 1 In order to eliminate unnecessary complication with the founding of a provincial [WC] federation, it is imperative that the correct procedures be followed. If in doubt, please refer to the relevant National Federation [NF] and the WCPSC. This must be your point of departure as there are many advisors that do not always follow the correct route. The NSRP must form the basis of this process.

FOUNDING GUIDELINES 2 The WCPSC propose the following guidelines: 1 Make an in depth study of the NSRP 2 Peruse the demarcation documents applicable for the Western Cape 3 Request the relevant documents from the National Federation on this matter 4 Make sure that the documents on the alignment of school sport is perused 5 Verify in which if the 6 districts of the WC the sport code is organised [active] 6 Verify the SASCOC categorisation of your sport code;

FOUNDING GUIDELINES 2 7 Verify the legitimate existing management body, their contact detail & person 8 Circulate a letter of intention to found a WC Federation to all districts & WCPSC 9 Determine a date & venue to found the WC Federation and set an agenda 10 Invite at least 4 of the existing executive of the relevant districts 11 Request credentials on the official letterhead signed by the chairperson & secretary 12 Request the WCPSC to chair the meeting 13 Invite nominations for the management positions needed

FOUNDING GUIDELINES 3 14 If possible, have a draft constitution ready and available – to form the basis 15 This constitution must align to the NF & WCPSC constitutions 16 Keep decent records of the complete process [notices, agendas, minutes, attendance lists,] 17 After the founding meeting, inform your NF and the WCPSC officially 18 Register with the WCPSC 19 This must be an all-inclusive process – don’t leave any stakeholder out!

  14. CHALLENGES The process of registration of WC Federations is moving painstakingly slow and very few that do apply, conform to the requirements. Reasons might be: 1 Unwillingness to break with the “old” system; 2 National Federations did not initiate this process from their side and as such many codes and federations are left in the cold; Difference of opinion between the NF and PSC on the implementation of the process; 4 Change of management in codes and federations; 5 Forming of own regions/districts; Constitutions that does not conform to basic principles and compliancy.
