Claims incurred by GF unidentified • No large increase of financial amounts (high variability) • (all respective Police reports were recorded as a potential claim until 2004) • Only Bodily injury paid until adoption of 5th EU Directive
Claims incurred by GF uninsured • Increase in number of claims between 2000 and 2003 • Not all claims occurred in 2007 and 2008 have been reported so far • 1,6% of all MTPL claims of Czech vehicles • Right of recovery against liable partiessystematically applied • New situation in 2009 due to new fight against uninsured
Recovery of uninsured paid out claims (1) • Right of recovery against uninsured driver, car operator and car owner (debtors in solidum) • First invitation to pay back done internally • success at ca 20 - 25% of cases (until 3 months) • Then outsourcing (2-3 debt collecting companies) • success at ca 25% - 30% of cases (until 2 years) • Or sale of receivables • Overall success (return) – without sold receivables: • According to time of start of recovery: • 2003: 40% 2004: 34% 2005: 30% • 2006: 27% 2007: 22% 2008: 16 % Measured as % collection of debt against uninsured party

Further Activities of the Bureau • Electronic transfer of Police reports of traffic accidents • Bureau = collecting point of all Police reports • Transferring of Police reports to insurers • Active - automatically to identified insurers according to the insurance data in the police report or to the data in the database of insured vehicles • Passive – security internet access of insurers to the database of Police reports of the Bureau This IT project implementedduringautumn 2003, in 2005 extended todistribute digital accident photos
New activities 2007 • Full database of all MTPL and in future casco claims from the whole Czech market to be implemented with following functionalities: • Central MTPL bonus/malus information (autumn 2007) • Fraud indication – futuredevelopment • Improved market statistics
New activity 2009 • Daily charges of uninsured into GF approved by CZ Parliament together with 5th MID • Came into effect as of 1st January 2009 • Amounts per day of „uninsurance“ to be collected from persons in charge of registered vehicles as income of Guarantee Fund • Amounts in categories of vehicles higher than respective commercial premium • Once fully operational could cover cash flow needs of Guarantee Fund (uninsured claims)
Portfolio for daily charges • Ca7,15 mio. registered vehicles x 6,25 mio. insured vehicles • Significant groups • Never insured and registered (ca. 800 thds.) • large part are very old passenger cars and motorcycles likely not existing any more = not operated but not deregistered • Vehicles formerly insured • Ca. 350 thds. of vehicles a year (reported so far just to municipalities) How does it work?
