Background: Changing world of work – challenges in industrialized countries • increasing pressure of competition • new technologies • virtualization of work forms (blurring of space and time in service industries) • demographic change – extended working life • increased fear of job loss – increase of non-standard employment

  3. What needs to be done … • Coordinate national and international policies in OSH • Embed OSH-activities into social security system • Activate employers (e.g. by incentives). The SEOUL DECLARATION is one of the most important steps to reach these goals. It was signed by the German Social Accident Insurance (DGUV) in Korea 2008.

  4. Examples of measures implementing the Seoul Declaration in Germany • Joint German OSH Strategy • Implementation of • Vision Zero by DGUV and DVR • Return on Prevention (RoP) • DGUV campaigning in OSH

Developing a national safety and health culture: The Joint German OSH Strategy: GDA Commitment of the federal government, the Länder and the DGUV on a joint OSH strategy Definition of essential content (work programs) for systematic co-operation agreements between inspection authorities Systematic evaluation of OSH activities National OSH conferencefor OSH strategies and decisions

Targets of the GDA OSH strategy • Reduction in the frequency and severity of occupational accidents • Reduction in the frequency and severity of musculoskeletal workloads and disorders • Reduction in the frequency and severity of skin diseases All targets shall take into account impairing mental stress and promoting the systematic consideration of occupational safety and health within enterprises.

  7. Healthy skin campaign in 2007/2008 – “The most important 2m2 of your life” • Serious economic and social consequences of skin diseases • More than 100 institutions (social accident insurances together with social health insurance) carried the campaign • evaluated effects: • prevention measures at work improved • successful press campaign (more than 300 Mio. reader-contacts)

  8. Preparing a new campaign: Fight the risk • Reduction of traffic and transportation accident rate on organizational premises and in public road traffic • Campaign years 2010/2011 • Co-operation with the German Road Safety Council (DVR)

  9. Costs Benefit Return on Prevention • Empirical study (University of Giessen) for the assessment of the operational value of investments in OSH • Comparison of costs and benefits of prevention • Detection of an indicator for the „economic success potential“ – the „Return on Prevention“ (RoP) • RoP value for 39 German enterprises: 1,6 1 Euro invested into OSH measures produces an economical success enhancement potential of 1,60 Euro! • ISSA Project for GFP 2011: RoP worldwide
