They require few resources relative to the potential damage caused; 3. They can be committed in a jurisdiction without being physically present in it; 4. They are often not clearly illegal.

Strategic Plan • Center for Software Incubation and Development (CSID). • Center will facilitate the development of a Nigerian software outsourcing industry that will target the national and international markets • Center will develop open source software applications in partnership with the private sector and other international research organizations.

Strategic Plan • ICT Research Center • Center will engage in research on a broad range of ICT issues. • A major focus of the center will be research on cybercrime and cyber security. • Additional activity will include development, refinement, and data collection of ICT indicators, as well as research on policy reform, inquiries into applications of new technologies using innovative processes in rural areas, and other ICT research activities.
