The Virginia Agriculture Summit on February 10, 2009, focused on net energy metering, a system that allows consumers to generate renewable energy on their premises and connect it to the utility grid. This arrangement supports solar, wind, biomass, hydro, wave motion, and geothermal energy sources. Key regulations include sizing renewable generation near consumer load, complying with National Electrical Code and IEEE standards, and undergoing inspections. Consumers can benefit from credits and potential purchase agreements with cooperatives for excess generated energy.

Selling Back to the Grid Virginia Agriculture Summit Net Energy Metering February 10, 2009
Net Energy Metering • Arrangement between the utility and consumer that allows the consumer to install renewable fuel generation on the consumer’s premise and interconnect it with the utility’s distribution grid
Renewable Generation • Solar • Wind • Biomass • Hydro • Wave Motion • Geothermal
Net Metering - Virginia • Virginia Legislature ordered the Virginia SCC to investigate and promulgate rules and regulations regarding net metering for investor owned utilities, and cooperatives • Renewable Generator Capacity should be sized near equal to the consumer’s load or usage
Net Metering - Virginia • Residential - up to 10 kW maximum nameplate generator capacity • Non-residential – up to 500 kW maximum nameplate generator capacity
Net Metering - Virginia • Renewable Generator Installation and Interconnection must comply with: • National Electrical Code Article 690 • Institute of Electrical and Electronic Engineers (IEEE) Standard 1547 • Underwriters Laboratories (UL) standards
Net Metering - Virginia • Interconnection Requirements • Application for interconnection • Unit must automatically disconnect from utility for loss of utility source • Manual disconnect near utility meter • Installation by a licensed electrician • County inspection • Utility inspection • General Liability Insurance
Net Metering - Virginia • Net user of energy during the month results in a bill for the net kWh used • Net generator of energy for the month will result in a credit toward usage during the next month
Net Metering - Virginia • When consumer is a net generator for the year • Consumer can enter into a purchase agreement with the cooperative • Cooperative will purchase net kWh of generation at the avoided wholesale cost for energy during the period • Others should refer to the Terms and Conditions of service for their electric service provider
