IPR Center’s Focus The IPR Center is a collaborative effort by U.S. Government agencies to stop intellectual property theft that threatens the U.S. economy, endangers the public’s health and safety, and threatens the war fighter. The IPR Center uses a three-pronged approach of interdiction, investigation, and outreach and training to combat IP theft.

  4. Critical Technology Components - networking equipment and semiconductor devices Electrical Articles - holiday lights, household appliances, power cords, etc. All Other - laundry detergent, food products, make-up, razors, toothpaste, etc.

  7. “One Stop Shop” Task Force Concept • The IPR Center- • Deconflicts investigative leads • Coordinates multi-jurisdictional investigations involving trade fraud and IPR violations • Initiates investigations • Conducts undercover operations • Provides analysis to ongoing investigations • Generates initiatives targeting identified threats and vulnerabilities • Conducts outreach to industry, domestic/foreign counterparts, and the public • Conducts training for partners and counterparts

Field Support Unit • Receives, analyzes and deconflicts leads; • Coordinates investigative overlap; • Receives leads; • Provides analysis to ongoing investigations generated by both the IPR Center and field offices; • Coordinates and supports complex and multi-jurisdictional investigations; • Generates proactive leads via intelligence reports and; • Conducts investigations.

FBI IPR Unit • PRO IP Act – provided funding for 46 dedicated IPR Field Agents and nine FBI Headquarters personnel . • Priority: Counterfeit Goods – Health and Safety & Theft of Trade Secrets • Operation Engine Newity – counterfeit auto parts • Operation Fractured Skies – counterfeit aircraft parts

Programs Unit • Initiates and executes initiatives: • Operation Guardian – Health & Safety • Operation Apothecary – Pharmaceuticals • Operation Stamp Out – Monetary Instruments • Provides programmatic guidance and oversight • Forced child labor • Anti-dumping • In-bond diversion • Undervaluation

  21. IP Theft Enforcement Teams(IPTETs) • ICE has established 26 IP Theft Enforcement Teams around the country. Not formal task forces. • More than 70 federal, state and local agencies have partnered together. • Information sharing. • Intelligence gathering. • Generate federal and state investigations leading to prosecution.

Outreach & Training Unit • Outreach: • Provides outreach to industry, domestic/foreign counterparts, and the public through Operation Joint Venture. • Conducts briefings with industry, government, and congressional representatives; • Training: • Conducts training for industry, ICE, and other foreign/domestic counterparts. • Participates in, and supports, NAAG, INTERPOL, World Customs Organization, IACC and ILEA sponsored events.

  23. Forced Child Labor U. S. v. Aguilar-LopezFBI Led Human Trafficking case with HSI Assistance Four Year Investigation by Houston FBI and HSI. November 2010: Three defendants indicted and subsequently pled guilty for conspiracy to force labor and conspiracy to distribute pirated CDs and DVDs. Seven Mexican National victims forced to pay off smuggling debts by selling pirated and counterfeited CDs and DVDs in apartment complexes in and around Houston. Defendants abused the aliens both physically and verbally.
