  3. Project Area • Six Signalized Intersections: • Walnut Road • North Avenue • Meinecke Avenue • Middle Mall Entrance • Center Street • Burleigh Street

  4. Signal System Prior to InSync • Actuated-coordinated signal system • Optimized in December 2012 using Synchro software • Free mode outside of TOD Operation Signal System Operation

  5. InSync System • Real-time adaptive signal system • WIS 100 intersections combined video detection system with existing stop bar detection devices • Measures and responds to delay and demand at each intersection • Creates green tunnels to send platoons of vehicles through corridor

  6. Goals for InSync System • Adaption of the system to variable traffic patterns and conditions • Travel time and stop reduction on the main line • Delay reduction on side streets and left turns

Lessons Learned • Establish a team of experts in the areas of system design, purchasing, communication/IT, installation, operation, and evaluation • Maintaining and encouraging proactive communication between project team members to evaluate progress and identify potential challenges • The IT network and programming was critical. • Review and shop testing of the components to be installed • Documentation of the process and preparation for interested parties to seek information from WisDOT • Involvement and working closely with Rhythm Engineering’s engineers after installation to calibrate and review operations was critical.

Illustrative Benefit to Cost Analysis • Values for Benefit Calculations: • 33,500 total trips per day • Average travel time savings: 28 seconds/trip • Average fuel savings: 0.008 gallons/trip • Average price of gallon of gasoline: $3.605 • Value to time for auto drivers: $10.34 • Value of time for commercial drivers: $22.78 • Real discount rate for economic analysis calculations: 2.50%

Conclusions • Bi-directional decreases in travel time during the PM period • Decreased travel times in the SB direction all three periods studied • Decreased delay and number of stops on WIS 100 during travel time runs • 12% improvement in fuel economy and corresponding improvements in calculated emissions • Minor changes (minimal impact) in travel time and delay on side streets

Recommendations & Next Steps • Checking of results after construction on WIS 100 is completed • Additional data collection and analysis • Additional traffic count times (weekday peaks and weekends) • Additional side street delay studies • Comparison of InSync system counts to manual traffic counts • Analysis of intersecting arterials (dual coordination) • Automated, continuous data collection and reporting of performance measures via a central system
