  6. It is September 2, 2020 at St Pius X School in Urbandale, Iowa. 11:00am. Sunny and 94 degrees. • A back door of the school was propped open because of excessive heat and an unidentified individual carrying a duffle bag walked into a rear hallway from the parking lot. • Loud “popping noises” and screams were heard coming from the hallway. The suspect entered classrooms one by one, firing a rifle indiscriminately at anyone he saw. Hearing the shots and screams, teachers and staff in other classrooms began turning off lights, barricading doors, and hiding their students while trying to keep them focused, quiet, and calm. Several of the fourth and fifth grade students were seen fleeing the building, some of them appear injured. • Local 9-1-1 operators received calls from teachers and staff inside the school. • Local law enforcement officials began arriving on scene within minutes of the first 9-1-1 call. Police quickly entered the building. Module 1: Initial Response (cont.)

  8. The shooter barricaded himself inside the front office conference room and saw the mounting police activity outside through the windows. Once multiple officers and vehicles began arriving, the shooter fatally shot himself. Law enforcement officers conducted a room by room sweep of the building and determined that the threat no longer existed. As rooms were cleared, students were moved to exits for evacuation. What is their anticipated response time? • What other personnel resources are required to be deployed/needed at the reunification site? How are they contacted? What are their anticipated response times? • How are children evacuated and moved to the reunification site? Who does the school/school district contact to request assistance with transportation? Were arrangements for this service completed in advance of this event? • Besides transportation, what resource gaps could limit your school’s ability to evacuate to the reunification site?   13. 12:00pm - Evacuation commences as students and teachers board buses for the reunification site. Some of the older children are active on social media and texting parents and friends. Parents begin arriving at the school, but are directed to the reunification site by law enforcement officers positioned around the perimeter of the school. The traffic around the school is understandably congested. • At the reunification site, the RRT is setting up the various areas within the facility and attempting to manage the arrival of personnel and/or vehicular traffic. Anxious parents begin arriving, but students are still being loaded on buses back at the school and awaiting transport. Module 2:Activation/Establishment of Reunification Operations

  14. Do all members of the RRT know the process for establishment and operation of the reunification site? Will they have access to materials and equipment upon arrival? If not, where will materials and equipment come from? • What do you say to parents who arrive at site prior to set up and opening? How long do you anticipate set-up will take? Which team is responsible? Why? • Are parents aware of your reunification process prior to this event? If so, what, specifically have they been told?   15. How are RRT, parents, media, and bystanders arriving at the reunification site identified and appropriately directed? Are there measures you can take ahead of this event to improve this process? • Has the flow of vehicular traffic at the site been pre-determined? • What security measures would be implemented at the reunification site? Lacking LE resources, what measures might be conducted by RRT? Does this require any specialized training?   18. 12:30pm - Buses are arriving at the Student Drop Off Area and students begin entering through the Student Entrance. Parents who have already checked in are waiting in the Parent Waiting Area and a line continues to form at the front entrance. Most of the people arriving to pick up students are patiently following directions while others are clearly impacted by anxiety and concern for their child. Module 3: Reunification Operations

  28. 11:30pm – All but one student has finally been picked up/reunified with their parents/guardians. No parents/guardians remain at the site. Staff have been operating continuously, without down time, for almost 12 hours. Module 4: Deactivation of Reunification Operations
