  2. Grant Funding • -$4.1M or a (59%) reduction in federal SHSP grant funding from last fiscal year • BZPP, CCP, MMRS, TSGP, IECGP Grant Programs Eliminated

Some (not all) Grant Requirements • Federal Regulation/Guidance • Environmental Historical Preservation (EHP) approval • 25% of all SHSP & UASI grant expenditures must be towards Law Enforcement Terrorism Prevention Activities • State Law • Formation of Parish Emergency Management Advisory Committee (PEMAC) - La R.S. 29:727(I) • PEMAC advisory committee for all EMPG & HSGP projects

Some (not all) Grant Requirements • SAA • Sign acknowledgement of Grant Award Notice • Applicant accepts all grant special terms & conditions • Complete Designated Point of Contact/FFATA Form • Obtain the signatures of the Parish Designated Point of Contact & Sheriff on the Project Allocation Worksheet (SHSP/UASI only) • Complete project application submit & obtain pre-approval for all grant expenditures

Common Grant Issues • Follow grant guidance & workflow • Present EMPG & HSGP projects to PEMAC • Use most recent grant documents (available on website) • Obtain Sheriffs signature on SHSP/UASI project allocation worksheet • Meet required reporting & other grant deadlines • Submit project applications to obtain SAA pre-approval for EMPG & HSGP expenditures • Project Applications require a detailed description of the projects

Common Grant Issues • Obtain Environmental Historical Preservation (EHP) approval when required • Provide appropriate documentation with reimbursement • Itemized invoices when purchasing equipment • Submitting purchase orders or proposals only for anticipated services are not acceptable • Paystubs & timesheets when submitting reimbursement for salaries • Total trip distance with Google maps when requesting reimbursement for mileage • Submission of reimbursements at least quarterly, but monthly is preferred

FY 2013 Grants • DHS will be awarding FY2013 grants based on Regional Gaps identified in the THIRA • GOHSEP is requesting feedback from Parishes on new methods to award EMPG & HSGP grants • Ideas previously submitted • Awards no longer based on population alone • Identify Gaps in capability • Competitive based • Other ideas?
