ATA fertilizer Study-Awot • Fertilize was first introduced by FAO in the 1960s • The sector is still plagued by problems that render it inefficient • Problems such as • Too much carry over(which caused in lost FX) • Problems in DD estimations(artificially build demand) • Last mile distribution margin too low • Fertilizer credit Overly dependant system on the regional government’s guarantee system

Over the past two years the governement has stopped giving credit to for fertilise • The private secor had failed and exited ( he mentioned) • ATA and MoA working on new financing mechanisms • The government is not being lobbied to subsidize wheat production instead of input supply • The government is now planning to role out a new input distribution credit system • The system was developed and tested with Kifiya • The new system will give only upto 50% guarantee • Provide insurance for retail farmers • Will be managed by MFIs • And will depend on a voucher system designed to avoid cash

Q&A • Why did the private sector fail and exit • By the private sector, we meant the endowment companies(Ambassel, Guna,Dinsho Etc). • Becasue of political interest and intervention of the government the sector has not been able to grow • Why are the tenders mentioned in the presentation expensive while in principle they should be cheaper. • They want to avoid corruption that is why the tenders tend to be expensive(there is no room for negotiations)

Are the Soils tested and do we know which soil we’re medicating? • “There is a nation wide soil testing being undertaken to map the soil in every kebele • It should help the new blended fertilizer factories produce blends for specific woreda’s” • What is being done to improve the supply chain with more storage facilities? • The cooperative development office at the ATA is working on it
