  2. P.A.S.E. – Why? • Social economy has proved to be an effective and unique asset in social and work integration, particularly for those less competitive social groups. Social economy has also proved to be an effective means in tackling and correcting major labour market imbalances concerning: • Unemployment • Labour Instability • Social and work exclusion of unemployed persons In a context frame of great social and economic transformation, Social Economy enterprises attempt to give an answer to the new forms of exclusion. Those connected with the access to services and activities, such as for example financial exclusion. The development social enterprises, in such a critical period with the economy not performing well, is perhaps more important, than ever. In fact, social enterprises with their activity not only work for the well being of the community, but also contribute in an effective way to the production of goods and services in several crucial domains. Furthermore they employ individuals, who would otherwise be neglected by the traditional market economy enterprises. The PASE partnership, by recognizing Social enterprises as key players in the social and economic regional development, takes an active role in the promotion of measures and actions aimet at further qualifying them. Social enterprises can then be a driving force in encreasing employment opportunities in the pilot project regions.
