My vision for guardianship • We have a fragmented system • Our guardianship system adds to fragmentation in the name of protecting people’s rights • A new system with advocates or Personal Ombudsmen available and accessible to people with disabilities • Overlap with case management • Additional authority decided upon by VCAT • Managed by and accountable to the Public Advocate with appeal provisions to VCAT • Independent of service provision
