International Recommendations for Energy Statistics: Towards Harmonization and Standardization

Background 2005 - The UN Statistical Commission programme review of energy statistics based on the report by Statistics Norway, followed by an Ad-Hoc UN Expert Group meeting on energy statistics (May 2005) 2006 - UN Statistical Commission, inter alia: • recommended the development of energy statistics as part of official statistics; • supported the review of the UN manuals on energy statistics based on all relevant methodological work in energy statistics; and • emphasized the urgent need for harmonization of energy definitions and compilation methodologies and for the development of international standards in energy statistics

  3. background (2) In 2005 the UN Stat. Comm. approved the establishment of two groups to carry out the work: • the Oslo Group on Energy Statistics (convener - Statistics Norway) • the Inter-Secretariat Working Group on Energy Statistics (convener – the International Energy Agency; the Group is known as InerEnerStat)

  4. background (3) • Concepts and methods in energy statistics, with special reference to energy accounts and balance; A technical report (F.29, New York, 1982); • Energy statistics: definitions, units of measure and conversion factors (F.44., New York, 1987); • Energy statistics: a manual for developing countries (F.56., New York, 1991) • Energy Statistics Manual by IEA/OECD and Eurostat (2004).

Preparation of International recommendations for Energy Statistics (IRES) In Nov 2007, UNSD developed the proposal to review and consolidate the revised recommendations on energy statistics and balances, which merit adoption by the UN Stat. Comm. into the International Recommendations for Energy Statistics (IRES) IRES would be aligned in format and structure to international recommendations approved by the UN SC in other fields (e.g. industrial statistics, distributive trade statistics, tourism statistics)

IRES (continued) The proposal was discussed and approved by the 3rd meeting of the Oslo Group (Feb. 2008) A worldwide consultation took place in May 2008 on the scope and content of IRES with countries and international organizations. There was a strong support for the development of IRES and for its intended scope and content.

  7. Scope and coverage IRES will focus on basic energy statistics and energy balances. IRES will provide the fundamental, reference elements for energy statistics such as definitions, classifications, reference data items, data collection, etc. UNSD is also developing international standards for the system of Environemtnal-Economic Accoutns for Enrgy (SEEA-E), however, IRES and SEEA-E are seen as two complementary documents and their preparation is fully coordinated. Additional guidance on more practical/technical matters (e.g., good practices, country case studies, etc.) to assist countries in implementation of IRES and SEEA-E is to be provided in Energy Statistics Compilers Manual(ESCM)

  10. Process and timeline for IRES IRES tentatively scheduled to be submitted to the UN SC at its 41st session (March 2010). Submission to UNSC Int. Workshop on Energy Stat. Expert Group meeting to endorse IRES 2nd stage worldwide consultation Review of the available draft OG meeting Dec. 2009 1st stage worldwide consultation Q4 2009 Mid 2009 Feb. 2009 Dec. 2008 Jun. 2008

Worldwide consultation on IRES To ensure a full involvement of countries and organizations, a two-stage consultation process as been established: • an initial consultation on the scope and content of the future recommendations (May-June 2008); • a final consultation on the full text of the provisional draft of IRES as soon as it is completed (expected mid 2009).
