Mission -- Analytical Services Program Foster performance improvements of laboratories/TSDFs Reduce environmental data quality uncertainty; thereby, increasing data confidence used in decision-making Ensure radiological/hazardous waste accountability/treatment/disposition Identify potential DOE liabilities/risks

DOECAP Overview • Program Purpose/Scope: • DOECAP DOES NOT certify, accredit, nor approve laboratories/TSDF’s • Consolidated audits provide information to program line/field managers to determine status of contractual agreements compliance/risks and liabilities • Audit findings are based upon non-conformances with DOE contractual requirements, QSAS, SOPs, and/or non-compliance with Federal/State requirements • Tracking throughout year of all corrective actions (about 400 findings/observations) • Lessons learned initiatives – Weekly conference calls, Annual Workshop, Annual FY Report • FY11 -- 37 DOECAP audits (26 laboratories/11 TSDFs)

MAPEP Overview • Program Purpose/Scope: • Test and evaluate environmental analytical laboratory performance through specific analytes/matrices • Provide defensible environmental data – radionuclides, inorganic metals, and organics • Only DOE reference laboratory • ISO 17025 – Competency of Testing & Calibration; ISO 17043 – PT Provider; and ISO Guide 34 – seeking accreditation as a certified reference materials producing laboratory • 130 participating laboratories (105 domestic/25 international)

  6. SPADAT Visual Sample Planning Overview Improves quality of environmental field and facility sampling strategies Minimizing number of samples needed to meet regulatory requirements

General Observations • Increased cooperation and transparency with laboratories/TSDFs • Greater comfort level/trust • Still a few pockets of resistance; adversarial attitude • DOECAP/MAPEP interface on proficiency testing results fostered laboratory corrective actions/improved performance levels • Future – declining budgets • Want to sustain Program integrity/credibility • Full continuing employment of Operations Team and supporting activities

Program Outreach Meetings with senior DOE field managers/contractors LLNL, SRS, RL/ORP, ORO The National Environmental Laboratory Accreditation Institute (TNI) Board of Directors, Laboratory Accreditation Committee, PT Committees, Quality Systems Committee Interagency Data Quality Task Force (EPA/DOE/DoD) Uniform Federal Policy for Quality Assurance Project Plans Let us know if we can assist your efforts to participate in Program activities

Program Initiatives • DOE/DoD Quality Systems Manual for Analytical Services (QSMAS) • Exploring partnering with Laboratory/TSDFs for auditor participation • Exploring TNI State Authorization Bodies accepting DOECAP laboratory audits for accreditation • More State/Federal regulators participating in VSP training sessions – agreement on DQO’s/sampling strategies

  10. Program Initiatives • VSP – Continued Cost-sharing training courses • EPA, DoD, and field sites • VSP Project software tasks having field applications • hotspots, effluent monitoring, frequency of analyte sampling, spatial sampling, buildings Be monitoring, etc.

International Recognition Japan Fukushima nuclear crisis assisted by DOECAP audited laboratories • ALS-Fort Collins, GEL, TA-St. Louis, TA-Richland United Kingdom Nuclear Fuels • Wanted to know if US laboratories are DOECAP audited as a measure of credibility in producing sound analytical data

  12. International Recognition • MAPEP international laboratory participation • 12 Middle East and North African nations participating in DOE’s proficiency testing program including the International Atomic Energy Agency • VSP international applications – Canada/UK

  13. Programmatic Process Improvement Opportunities • DOECAP auditor preparation • Fewer 9th inning pull-outs • Auditor Code of Ethics/Conflict of Interests • More internal audit teaming interactions to discuss potential issues/concerns

  14. Programmatic and Process Improvement Opportunities • Improve internal draft report peer review • Improve CAP review process to address causal factors/prevent reoccurrence of findings • Minimize travel costs through increased local field participation
