  3. Challenges for space-based GOS • Short term: • User preparedness for new geostationary programmes in 2015-2018 • PM orbit: new programmes (FY-3, NPP/JPSS) to be fully operational • Long-term: • Implement planned missions identified in new CGMS baseline • Altimetry, scatterometry, radio-occultation, Total Solar Irradiance, MW imagery • Availability of early morning data (from DWSS) for WMO Members • Develop plans for remaining gaps wrt the Vision of the GOS in 2025 • Complete GEO and LEO hyperspectral sounding, operational precipitation radars, atmospheric composition (limb sounders) CM-11, Geneva, 19 May 2011

Data and product availability and accessibility (1) • Formulate data access requirements at regional level • On going in RA I, RA II, RA III/IV • Linkage with APSDEU-NAEDEX (for NWP centres) • Encourage similar initiative in RA V • DVB-S dissemination systems with integrated data content • Expansion of EUMETCAST, CMACAST, MITRA, GEONETCAST • Convergence of Geonetcast/Eumetcast America ? • Encourage initiative over the Pacific (USA-Australia Rapidcast) CM-11, Geneva, 19 May 2011

Data and product availability and accessibility (2) • Direct Broadcast: unique for real time access to LEO data • L-Band (1695-1710 MHz) threatened by broadband mobile services (now in USA, risk of spreading to other countries) • No equivalent in X-Band until next decade • Retransmission of sounding data from Direct Readout (RARS) • ATOVS data from 74% of the globe available over GTS • Include new sounders of FY-3, Metop, NPP/JPSS CM-11, Geneva, 19 May 2011

  6. User Training: The VLab network in 201112 Centres of Excellence and 8 satellite operators • New CoE in Republic of Korea • More than 1300 participants in international training courses • Technical Support Officer (TSO) funded by NOAA in 2010-2011 • Voluntary funding needed for TSO in 2012 and beyond CM-11, Geneva, 19 May 2011

  7. Space Weather Challenges(Addressed at Space Weather side event on 17 May) • Greater vulnerability with increased dependence on satellites (observation, communications, navigation), cross-polar flights, electric power lines, radiocommunications…and new solar cycle • On going work of ICTSW : observations (RRR), data exchange (WIS), products and services (ICAO, service centres) • Space Weather coordination not funded in current financial period • Raise awareness of WMO Members on Space Weather impacts • Demonstrate the benefit of coordination by WMO • Prepare for coordinated response to emerging ICAO needs • Develop coordinated strategy (including training) with Regional Assoc CM-11, Geneva, 19 May 2011

Conclusions • Progress reported in detail in CM-11/Doc.3 (Note: SCOPE-CM, Architecture reported in Docs 5 and 6) • Appreciate contributions to these Space Programme achievements • CM-11 may provide guidance to Cg-XVI on issues raised e.g. in reinforcing Cg-XVI Doc. 3.7 • Space Weather (Paragr. 3.7.11) • Radio-frequency incl. L-Band (Paragr. 3.7.12)(To be discussed under CM-11 agenda item 7) CM-11, Geneva, 19 May 2011
