Challenges to participation of women in politics • Risk of annulment of special measures during the first reform of the political system and discreditation of the ides • Discontent with the existing living standards is growing among the society. One of the reasons in the opinion of the population is weakening of the institute of parliamentary. Women deputies are accused of it • Disillusionment in the institute of elections

  3. The Alliance was officially established at the General Assembley, which took lace on 27 May 2008. • 12 - deputies • 16 - staff of the governmental structures • 38 - NGOs • 56- physical persons • 122 – total

  4. Structure • 2 coordinators – deputy Ch. G. Abdullaeva, M. A. Karybaeva • 4 working groups: Policy, Economics, Socio-cultural, Violence • 8 regional coordinators • Cross-cutting themes: the youth and mass media

Inclusion of Gender Right into the development strategies At the present time CDS for 2009-2011 is being developed: We kept the section «Policy of achievement of gender equality” in the Chapter «Development Environment» Measures in the social sector: pre-school facilities, child and maternal mortality The issue is not available in economics, in the section of policy, and in the regional development

Legislation: adopted laws • New edition of the Law “On the State Guarantees of equal rights and equal opportunities for men and women” (No 184 as of 4 August, 2008) • “On the social order” • “On the State pension social insurance” • Introduction of 30 % gender quota for auditors of the Chamber of Accounts and members of the central Election Commission of KR

  7. Draft Laws • Promotion of interests of the civil society in the Tax Code (jointly with International centre of non-commercial law and the Civil Society Support Centers Association (CSSCA) • Gender analysis of the draft Law of KR“On the State civil service» (CSA) • Gender analysis of the labor legislation

  8. Violence • Parliamentarian hearing on the issue of domestic violence was held on 17 June. Based on the results of the Parliamentarian hearing work of the Ministry of Interior KR was activated (Resolution No 265) • Analysis of the current Law was carried out • Study the experience of other countries (Azerbaijan, Georgia and USA) • CSSCA andFreedom House joined into the process of analysis and currently are developing amendments into the Law

  9. New models of providing external assistance • Address to the paeticipants of the High Level Forum in Accra Forum, to the government and to donors • Action Plan was drawn up, including activities for the Parliament, Government, civil society organizations and donors • Letters of women-Ministers, Deputy Ministers and Deputy Governors of CDS

  10. What is planned: • 7 October – Parliamentarian hearings • Improvement of institutional mechanism • Gender analysis of the family Code, • Results of the Report onCEDAW – Action Plan • Domestic violence – new law, lobbying • Creation of the youth “wing”

  11. Am I satisfied with the work of the Alliance? • Complicated themes are blocked • Problems of communication in the Alliance • Civil Society plays «service role» • Formal membership both on behalf of deputies and CSO • Working Groups exercise formal approaches • Issues of communications with the regions – gaps in content • Policy of donors and «ownership»
