River Parishes Community College (RPCC) was named the fastest-growing public two-year college of its size in the nation.  RPCC added 765 students to its ranks in the Fall of 2010 from its Fall 2009 total, which brought RPCC’s Fall 2010 enrollment to 2,566 students.  These students represent a 42% increase in enrollment from the Fall 2009 to the Fall 2010 semesters. Community College Week, the publication which released the list, analyzed enrollment data from the U.S. Department of Education for the Fall 2009 and 2010 semesters and ranked the enrollment of public two-year institutions which had between 2,500 and 4,999 students.   Innovations 2012 - Savitha Pinnepalli

  7. HISTORY The Acadian style campus is located on a 40 acre site next to Bayou Conway on John LeBlanc Blvd. The focal point of the campus is a recently renovated 132 year-old white plantation-style home. A new RPCC campus is being planned. Innovations 2012 - Savitha Pinnepalli

  8. RPCC also sits at the crossroads of Plantation Country. The parishes along the lower Mississippi River have a rich heritage and a historic past that makes them unique within the state. Nestled in various corridors are communities steeped in pre-Civil War history as palatial plantation homes built nearly 200 years ago still stand firmly on their original sites. The Florida Parishes also are proud of a rich history of their own. The history of the Acadians in Louisiana begins down the river as the first Acadian settlers set ashore in St. James Parish. The cultural museum in Lutcher outlines the history of the logging industry in the area that has long since faded away. It also documents the growth and expansion of the area from small logging encampments and sugar cane farms, to thriving city-towns. RPCC also lies in that unique corridor where the majority of the state’s manufacturing facilities - anything from petro-chemicals to raincoats - are located. Part of RPCC’s mission is to serve those industries, through specialized training programs for potential employees, which would attract and help retain those industries in the area. River Parishes Community College Demographic Data River Parishes Community College is a member of the Louisiana Community and Technical College System (LCTCS).The College provides curricula for Associates of Science, Liberal Arts, Science in Teaching, Associates of Teacher Education and General Studies, as well as general education credits for students transferring to other colleges and universities. River Parishes Community College has just completed its reaffirmation process with the Southern Association for Colleges and Schools (SACS) as an accredited institution. Currently in its tenth year of operation, it is located in the southeastern part of Louisiana and can be found between New Orleans and Baton Rouge. RPCC is an open-admission, two-year public college and serves an eight-parish (county) community where numerous chemical and petroleum plants operate and is a valuable resource in supplying candidates for positions at these plants. • The following enrollment data is based on Fall 2011 enrollment of 2717students at RPCC. FTE (Fall 2011 enrollment)1915. There are 1061full time students and 1656 part time students. 1514students enrolled were female and 1203 students were male of the total student population.   17. RPCC’s students primarily come from rural areas and most of the student population is eligible for some form of federal aid. Many students at RPCC are also first-generation college students or the first member in their family to attend college. There are about 40 full-time Faculty and several Adjunct Faculty.   18. RPCC also partners with the communities it serves by collaborating with and providing programs for personal, professional, and academic growth. The Office of Institutional Advancement and Sponsored Programs provides guidance, help and support to faculty and staff to turn ideas into new and innovative programming and fundable proposals. The College pursues grants that help achieve the institution’s goals, missions and priorities. RPCC specifically looks for projects that support new technology, service learning, and student support services that enable success. RPCC Student services and TRIO student support services are available to eligible students. RPCC Library has a vast collection of Books, eBooks, Videos, databases with Newspaper, Journal, and Magazine Articles. Achieving Readiness in Math and Science (ARMS) Across the River Parishes is a project aimed primarily at preparing High School students in Ascension, St. James and St. John Parishes by giving them opportunities / interventions to access and succeed in both entry level and advanced college courses in mathematics and science after earning a High School diploma. The means by which this goal will be accomplished is through early intervention, placement tests, a sequence of developmental math courses, and a strong dual enrollment program. RPCC will work with Ascension and St. James Parish School Boards to provide math coursework, collegiate career coaching, and strategies that promote college access and success by removing obstacles that many students face. ARMS – Achieving readiness across the River Parishes Strategic goals • To increase student access and success by increasing the number of students who are ready to enter college-level math and science courses upon graduation of high school as determined by math placement scores • To improve curricular offerings to increase student learning and skill development that meet workforce demands • To develop a project that implements mutually beneficial partnerships with K-12 partners, and Ascension Technical Campus • To develop professional development opportunities for the faculty and staff at our K-12 partners and Ascension Technical Campus • To use technology for distance or Satellite Compass/ACT Assessment on Wheels Innovations 2012 - Savitha Pinnepalli

  28. Objectives 1. Evaluate skill level of individual high school student by using Basic Skills Diagnostic Assessment designed to complement PLAN®, ACT®, SAT®, or COMPASS® and to compile individual and aggregate data for evaluation . 2. Educational Intervention Plans (EIP) a. Develop Educational Intervention Plan for participants to achieve student success. 1. Increase the percentage of students who successfully complete courses 2. Post-Testing/Evaluation Increase the percentage of students who are ready to enter college-level courses in math and sciences collected by 10% collected in May 2012 as a benchmark 4. Professional Development for K-12 faculty and staff Work with high school math and science faculty to align and benchmark high school and college-level courses in math and sciences by Summer 2011 5.   30. The early intervention high school outreach program will include the following components: Basic Skills Diagnostic Assessment - Diagnostic tests will be designed in conjunction with local high school teachers and given in the high school to determine if students are on track to fulfill the educational requirements of their chosen careers. Institutions may use students‘ PLAN® or ACT ® test scores to identify at-risk students. Alternatively, they may use COMPASS to identify current Skill levels in Math, and their readiness for various college-level courses. For a more detailed evaluation of student skill levels high schools will be encouraged to use COMPASS diagnostic tests to better identify specific skill areas in which students may need more help.   31. The early intervention high school outreach program will include the following components: Educational Intervention Plans : Once assessed, student will be given two opportunities to dually enroll to be prepared to take college-level math by the time they graduate or to take college-credit courses in math. For those students who need additional support, a prescription of developmental interventions while the students are still in high school will be produced. Interventions may include taking appropriate courses, supplemental education, tutoring, or simply accessing online learning solutions. Innovations 2012 - Savitha Pinnepalli

The early intervention high school outreach program will include the following components: • Post-Testing/Evaluation - This enables educators to evaluate the impact of the interventions and assures students that they are college-ready. In all cases, the college will have standard policies, procedures and materials that will be used consistently in all their feeder high schools. Innovations 2012 - Savitha Pinnepalli

  34. Activities Publish and/or formally present findings at relevant summits, such as the Louisiana Community and Technical College System Annual Conference in March 2013, if accepted. Project dissemination of best practices and lessons learned will be ongoing to RPCC faculty, Ascension and St. James Parish School System faculty and staff, and a variety of stakeholders.   35. Performance Measures 1. Basic Skills Diagnostic Assessment designed to complement PLAN®, ACT®, SAT®, or COMPASS® to evaluate skill level of high school students. Statistical data of 215 student participants who are prepared / not prepared for college math 2. Educational Intervention Plans (EIP): Documented EIP and relevant data for participating 215 students to measure increase of those enrolled, retained and completed.   37. Performance Measures d. Monitoring Plan In the summer of 2011, RPCC will benchmark data that is currently available and will meet any gaps with this grant to complete that benchmarking of potential students to participate. Collection and Analyses of these data will help to clearly define student success. Finally, the data will be reviewed on a monthly basis to communicate to our partners at RPCC and at St.James and Ascension Schools and their Boards. Innovations 2012 - Savitha Pinnepalli

  38. Academic Affairs/Instruction Long-term Goal: Academic Affairs will see extended impact as the addition of ARMS will encourage more students to apply and seek academic assistance and services. Faculty instruction, likewise, will see long-term effects, per the increased math and science competencies demonstrated by students in the classroom; this will permit faculty to accelerate and enhance their course presentations and assignments to meet the needs of a more adept student body.   39. Student Affairs/Student Life/Admissions, Testing, Counseling Long-term Goal: Specifically, because RPCC primarily is a commuter campus with few areas for communing beyond the classroom, ARMS will offer a welcoming learning environment to help students become better classroom performers and to become more connected members of their campus community. Helping to promote this long-term effect will be Counseling Services; counseling staff will help students exponentially benefit, as they personally interact with staff, collaborate one-on-one with dedicated faculty, increase their ARMS skills and confidence and ultimately feel more connected to their campus community.   40. Workforce Development and Economic Development Long-term Goals: Ultimately, ARMS will help students develop critical thinking, evaluate, and writing skills, which are directly transferable to performance in all professional fields. The production of a more competent student body will translate to a more skilled, analytic workforce and community. Indicative of a positive move toward increasing economic potency, these benefits may also encourage potential employers to relocate or expand in the river parishes. Workforce Development and Economic Development Long-term Goals: In addition, employers have an increasing need for employees in mathematically based occupations: science, engineering, technology, management and banking. Further, math programs have to prepare students to reach higher levels of mathematical competency, and prepare them to use these competencies in domains, which societal needs correlate with student interest. If institutions want students to reach higher levels of mathematical competencies, math programs can no longer assume that applications of instruction will be limited to traditional modes of delivery. In addition to enhanced modes of delivery, faculty will need to provide students with the kind of technological competencies that domains such as business, engineering, law, medicine, and natural and health sciences demand.   42. Service Area Long-term Goals: RPCC strives to provide a quality education for all students, the majority of whom hail from the local communities comprising the river parishes. Because we serve a rural population of approximately 500,000 low- to moderate-income citizens from our eight-parish region, providing further education and specialized writing assistance for our local, enrolled populace is imperative for bridging the expansive gap between economics and education. Specifically, as ARMS participants become more engaged, they will bring these skills with them into their homes, local work environments and greater communities. Ultimately, it is hoped that the retention and increased education levels of all of our students-particularly those who are first-generation, those who are part of underrepresented minorities, or those who struggle due to economic or personal conditions will positively benefit not only them, but also our entire river parishes region.   43. Results from Diagnostic Testing Individual scores for each of the topics listed 1-15 will provide teachers more insight into which student needs more help on which topic. A customized learning plan can then be incorporated to individual student lesson plan. Three schools participated in the Diagnosic testing.
