National Congress Appropriations Committees Senate Proposed 302(b) Allocations • 302(b) allocations represent the amount each subcommittee will have to spend on all the programs under its purview. • The Senate’s FY 2013 Transportation-HUD 302(b) allocation is $53.4 billion, $2 billion less than in FY 2012. • The proposed 302(b) allocation for Labor, Health and Human Services, and Education is $157.7 billion. • The House Appropriations Committee released its 302(b) proposed allocations on April 24th. • The House’s FY 2013 Transportation-HUD 302(b) allocation is $51.606 billion, $6 billion less than in FY 2012. • The proposed 302(b) allocation for Labor, Health and Human Services, and Education is $150.002 billion. $6.5 billion less than FY 2012. Federal HUD Budget • Great work on calling Senator Durbin, member of the Senate Appropriations T-HUD Subcommittee • The Subcommittee proposed a funding level of $2.15B for McKinney-Vento, a $245 M INCREASE. • On April 19th, the Senate full Appropriations Committee approved a FY’2013 funding bill for HUD which included: • $2.15B for McKinney-Vento Homeless Assistance Grants • Still $80M below President’s Request

National Picture • With elections looming and such a vast difference between the House and Senate 302(b) proposed spending levels for Transportation-HUD, ($1.794 billion), there will likely be continuing resolutions to keep government running throughout the fall. • Be sure and attend SHPA Legislative Committee calls and look to the Monday Memo for important advocacy action alerts.
