  2. Context • NATO founded in April, 1949 • Mutual defense treaty • West Germany joins NATO on May 9, 1955 • Soviets feel threatened • Form Warsaw Pact in 1955

  3. Threat Analysis • Warsaw Pact gives Soviets military control over member states • Further expands Soviet power • Further entrenches Soviet satellites in the Iron Curtain • Allows Soviets to use Warsaw Pact as an excuse for military action.

  4. Actions/Response • Three Options • Containment • Détente • Retaliation • Recommended Strategy: Increase NATO’s power. Possibly introduce more nations to the treaty. Block expansion of Warsaw Pact; do not allow Communism to spread into new nations.
