  13. VALUE ENGINEERING CHANGE PROPOSAL

  14. VECP #1 – MOT / CONSTRUCTION SEQUENCE CHANGES • Changes the MOT configuration by: • Reducing the number of crossovers from 3 to 2. • Shifting 1 lane into contra-flow while the other lane is maintained during the phased bridge construction. • Reducing the width of the crossovers from 2-lanes to 1-lane. • Reducing the amount of temporary pavement needed to be built on the shoulders. • Reducing the width of the left structures from 53’ to 43’, which will match the right structures. • Reducing the left pavement from 50’ wide to 41’.

VECP #1 • Adjusts the project schedule: • 2014: Build temporary pavement and prepare for the contra-flow configuration • 2015: Build new structures • 2016: Continue to build new structures and complete construction. • Two lanes in each direction will be maintained during construction. • Construction cost savings: $1,064,536.86 • 50-Year Life-cycle cost savings: $699,322.00

  18. CRITICAL SCHEDULE MILESTONES • PN 107 - CPM Progress Schedule for Multi-Season Projects • Critical Items of Work: • Utility Relocation to accommodate pile or sheet driving operations and crane operations to place beams.

PHASING OVERVIEW • Six phases total • Phases IA and IB built in 2014 • Phases II and III built in 2015 • Phases IV, V, and VI built in 2016 • Maintenance of traffic • No road closures • Speed limit reduced to 55 MPH in work zones • Two lanes of traffic maintained in each direction during all phases • One lane will be maintained in a contra-flow configuration

  20. PHASE 1 • Work to be done: • Prepare inside and outside shoulders for maintenance of traffic • Place temporary traffic control devices and pavement markings • Two sub-phases

  21. PHASE 1A • Work to be done: • Mill and fill EB and WB inside shoulder rumble strips. • Place temporary traffic control devices and shift traffic onto the inside shoulders. • Traffic on inside shoulders for a maximum of 30 days. • Reconstruct existing EB and WB outside shoulders.

PHASE 1B • Work to be done: • EB and WB traffic moved to the outside shoulders. • Build temporary crossover. • Install temporary drainage features. • Modify inside parapets on the right structures to increase the deck width for temporary traffic control. • Place temporary traffic control devices and temporary pavement markings for Phase II work.

  25. 2014 WINTER SHUTDOWN • Winter shutdown configuration will begin November 8, 2014. • Both EB and WB full lanes and shoulders will be open to traffic. • Crossovers will not be used.

PHASE 2 • Work to be done: • Build the outside portion of the left structures. • Complete part-width construction. • WB contra-flow traffic pattern to maintain 2 lanes WB. • SR 2 WB traffic routed through the crossover to the inside lane of EB, remaining on the EB pavement to the return crossover at the west end of the project. • Outside lane of SR 2 WB traffic will be maintained on the existing SR 2 WB side, using the inside lane and inside shoulder. • All outside shoulder improvements on the left structures will be completed in this phase.

PHASE 3 • Work to be done: • Build the inside portion of the left structures. • EB traffic and the inside lane of WB traffic will remain in the Phase 2 configuration. • WB outside lane of SR 2 will be shifted back to the outside lane of SR 2 WB, using the newly-built outside lane pavement and structures. • All improvements on the inside left structures will be completed.

  30. 2015 WINTER SHUTDOWN • Winter shutdown configuration will begin November 7, 2015. • Both EB and WB full lanes and shoulders will be open to traffic. • Crossovers will not be used.

PHASE 4 • Work to be done: • Build the outside portions of the right structures. • Complete part-width construction. • WB traffic will be shifted to the outside of the newly-built WB pavement. • EB Contra-flow pattern will begin. 2 lanes of EB traffic will be maintained. • The inside lane of SR 2 EB traffic will be routed over the crossover to the inside lane of WB traffic and remain on the WB pavement. • SR 2 EB outside lane will be maintained on the existing SR 2 EB pavement, using the inside lane and inside shoulder. • All outside shoulder improvements on the right structures will be completed.

PHASE 5 • Work to be done: • Construct the inside portion of the right structures. • WB traffic and the inside lane of EB traffic will remain in the Phase 4 contra-flow configuration. • The SR 2 EB outside lane will shift back to the outside lane of SR 2 EB, using the newly-built outside lane pavement, structures, and shoulder. • All inside improvements on the right structures will be completed.

  34. PHASE 5 - MOT

PHASE 6 • Work to be done: • Install final pavement markings on EB pavement. • Return the inside lane of EB traffic to the newly-built inside EB lanes and bridges in the final EB configuration. • Remove the crossovers and temporary drainage. • Construct the median to its final configuration. • Install all final pavement markings on WB pavement. • Return WB traffic to the final lane configuration.

  36. UTILITIES • Electric – First Energy • 345KV overhead electric lines will remain intact throughout construction. • Transmission lines are about 30’ above SR 2. • Will be allowed to raise them to about 75’ above SR 2. • Work to raise the lines is required to be completed by December 31, 2014. • Gas – Columbia Gas • Water/Sewer – Lorain County and Rural Lorain County Water

  37. UTILITIES • Communication – Frontier and Time Warner Cable, AT&T, Windstream • Railroad – Lake Shore Railway Association • No rail operations exist • No clearance restrictions
