    4. 3 Background Existing Systems Engineering & Technical Assistance Contract (SETA II) expires as well as other vehicles: SETA II (BAE under DTFA01-00-C-00068); 8/16/2000-9/30/2010 REAPS (CSSI under DTFAWA-05-C-00044); 3/30/2005-3/30/2010 SEAMS (STI under DTFAWA-07-C-00074; 9/20/2007-9/20/2011 NextGen has a requirement for additional Systems Engineering resources immediately Because of the similarity in needed contract support, they were combined and will be managed under one office. This effort is referred to as. Systems Engineering 2020 (SE-2020)

    5. 4 SE-2020 Progress - Market Survey #1 Results On September 5, 2008, SE-2020 Market Survey #1 was released On September 24, 2008, 116 responses were received Primary objectives and outcomes for Market Survey #1 were: Determine if there were sufficient number of capable firms to run a competition (Yes) Determine if set aside possibility exists (Yes) Stimulate teaming by posting an interested vendor list (Completed) http://faaco.faa.gov/

    6. 5 SE-2020 Progress - Market Survey #2 Results On October 8, 2008, SE2020 Market Survey #2 was released On October 29, 2008, responses were received It was determined that an adequate amount of viable responses were received Our primary objectives and outcomes for Market Survey #2 were: Representative labor cost information We requested a snapshot of unloaded hourly labor rates (i.e., what the vendors pay the employee without overhead, fringe benefits, fee, etc.) Improve our labor category definitions to allow the flexibility required to attract retain the vast number of new full time equivalent employees To achieve this objective we allowed vendors to propose new categories and rewrite of our definitions

    7. 6 SE-2020 SIR Overviews

    8. 7 SE-2020 Scope & Delineation Between Vehicles SIR 1 Language The contractor must, in response to funded task orders issued under this contract, provide the full range of NextGen Research and Mission Analysis support services in one or more of the functional task areas listed in Section C.3.0 that directly relate to NextGen. For the purpose of clearly defining the scope of this contract, the NextGen Research and Mission Analysis activities are those activities necessary to reach the Concept and Requirements Definition Readiness Decision phase as delineated in the FAAs Acquisition Management System (AMS), Sections 2.2 thru 2.3.3. This contract does not cover AMS Lifecycle Management activities beyond the Concept and Requirements Definition Readiness Decision stage. SIR 2 Language For the purpose of clearly defining the scope of this contract, this contract covers Systems Engineering activities that occur throughout the AMS Lifecycle Management. The majority of System Engineering activities under this contract are expected to occur after the AMS Lifecycle Acquisition Management Concept and Requirements Definition Readiness Decision stage and before the Solution Implementation stage (see AMS Sections 2.3.4 thru 2.4.4). This contract does not cover AMS Lifecycle Management activities before the Concept and Requirements Definition Readiness Decision stage that are research activities, or activities after the Final Investment Decision stage that are Full-Scale Development, maintenance of NAS systems, or program management support for Program Offices responsible for fielding and/or maintaining NAS systems

    12. 11 Distribution Of Task Assignment Level Of Effort Between Contracts It is the FAAs intent to equitably distribute/issue task assignments between three (3) NEXTGEN R&D or two (2) System Engineering contracts. The FAA shall consider the following when determining which contract(s) a specific task assignment is issued against: (1) best fit for technical requirements of the task assignment; (2) Organization Conflict of Interest (OCI) issue(s); (3) ongoing task assignments on each contract; (4) current distribution of task assignments among the contracts; (5) small business participation; (6) performance evaluations on previous task assignments; (7) contractor success in meeting small business subcontracting goals; and (8) continuity of efforts; If it is determined to be in the best interest of the FAA, the FAA reserves the right to: (1) issue a task assignment to only one contract; (2) issue a task assignment to 2 or more contracts; (3) compete the task assignment between all contracts; The FAA shall decide which contract(s) a specific task assignment is issued against.

    14. 13 SE-2020 Cover Letter Accompanying Draft SIRs Relation between SIRS: Vendors are encouraged to compare the scope of SIR 1 and SIR 2 OCI: Vendors are encouraged to review the SIR OCI provisions as well as the proposal submittal requirement for an OCI Mitigation Plan SIR 1 Subcontracting Goals: Vendors are requested to comment on the draft subcontracting plan goals. If an interested Offeror believes that the established goals are not reasonable or obtainable, the Offeror should provide comments on what goals they believe are reasonable and obtainable, and provide rationale for their determination of reasonable and obtainable. Based upon industry comment, the FAA may revise the subcontracting plan requirements, goals, and evaluation Contract Type: SIRs reflect Cost-Plus-Fixed Fee, Level of Effort, Task Assignment, Term Contract type. However, the FAA is still considering other contract types. Industry input on contract type is requested Task Order Distribution: Vendors are asked to review this section of the SIR

    15. 14 3 Additions Weather is a Functional Area Requirement that was omitted from SIR 1 and SIR 2 Team Structure Utilization Factor (Volume I) Avionics Manufacturers is a Functional Area Requirement that was inadvertently listed in SIR 1 F&O Set-aside Team Structure Utilization Factor (Volume I) as Avionics Packages The hidden data was included in S001 for SIR 1 F&O and SIR 2 F&O in error, and holds no significance to interested vendors. To view/access this hidden data: 1) click the upper left box of the spreadsheet (above 16 and to left of C); 2) click format; 3) click row; and 4) click unhide. The FAA will remove this data from the final SIR releases
