Each partner have to present at least the following data: 1) Total weight of solid waste in the area for 2 last years (2017 and 2016) 2) Percentage of different fractions: organics, paper, plastic, metal, glass (the more fractions described the best) 3) Description of routes of the mixed waste, organic fraction, recyclable fraction. 4) Description of the existing waste storage equipment (number and volume of bins, plastic bags, containers) and description of the type of collection and transport vehicles 5) Building data initially for the pilot area and then for the entire municipality • ACTUAL SITUATION IN CIVIL SOLID WASTE MANAGEMENT IN THE AREA OF EACH PARTNER

  12. STAKEHOLDERS AND BAS PERSPECTIVES • We need to establish a permanent “alliance” which will not disappear after the end of the project. Thus we have to recognize the role of stake holders, to embed their proposals and ideas, to avoid practices that may be tackled negatively. • We propose to conduct some interviews or organize training with key persons, for example: • executives in waste management services • representatives of the municipality • decision makers in companies big producers of waste in the area (s-m, hotels, hospitals ) • teachers, administrators of schools (if pupils are a critical target group of our plan)

LOCAL BAS PLAN - PILOT ACTIVITIES Criteria for selection : waste “streams”, target groups, areas of application SWOT analysis of various scenarios Examples of BAS concept systems and PAYT (Pay As You Through) practices Economic Data : waste management cost Viability – sustainability issues Evaluation methodology - local recycling performance indicators Suggested dissemination activities Synergies with other agencies. Follow up , supervision, optimization of BAS activities .

LOCAL BAS PLAN - PILOT ACTIVITIES A system to address incentives to citizens and/or companies - entities in order to enhance their participation in source selection of recyclable and/or organic and green waste, with implementation from 7/2018 to 9/2019 The system consists mainly of the definition of: At least one waste stream (recyclable or organics) in the route of which we will apply BAS concept. The area of implementation of pilot activities (for ex. certain neighborhoods ? schools ? commercial centers ?) The substructure, equipment that will support the separated source selection of the above stream (for example: certain colored bins in special points where citizens deposit special waste bags with a personal ID, a platform to register data et.c) The process: Who collects ? The Municipality ? A company under a contract with the Municipality ? The way to measure contribution of citizens and/or companies/ entities (for example number of special bags? weight of waste delivered to a green point ?) The way to register contribution of citizens and /or companies/entities The way to return benefits to citizens and/or companies/entities

ADDITTIONAL ISSUES BAS plans could be extended with Presentation of National, Regional, Local strategies in waste management sector Presentation of legislative framework as a tool or barrier to implement BAS concept and potentially elaborate proposals to reform it Projection of the BAS Plan in the future, extension of BAS concept to more waste streams Identifying synergies between the PP and other entities to disseminate and extend BAS practices. An annex with good practices embedding BAS or PAYT concept.

  17. ANTICIPATED RESULTS 1. We have to present the method to measure the results of BAS activities and compare them with previous situation to argue about the added value of the project. 2. We should present quantitative targets of pilot activities. Quantitative targets could be: a certain realistic percentage of decrease of mixed waste in a certain area, during a period in comparison with the same period previous years, or a certain percentage of increase of source selected recyclable or orgnaic or green waste in a certain area, during a period in comparison with the same period previous years.

  18. DEVELOPING LOCAL BAS PLANS- FOLLOW UP – SUPERVISION Evaluation methodology - local recycling performance indicators (per month or year, per waste code etc.) Follow up , supervision, optimization of BAS activities .
