This update provides insights from the APTLD meeting held in Kuala Lumpur on March 1, 2010, focusing on the major processes related to IDN ccTLDs. Major processes – IDN ccTLDs • IDN ccTLD fast-track process approved by ICANN Board, October 2009 and process launched 16 November 2009 • IDN ccPDP initiated by ccNSO Council in April 2009. • In a process forecast to take 3 – 7 years • First step in the IDN ccPDP is the establishment of a Working Group that will address issues raised by the ccNSO and GAC during 2007.
Working Groups • IDN PDP Working Group • Tasked with identifying a feasible policy for the selection and delegation of IDN ccTLDswithin the framework of the IDNccPDP. • Membership from across ICANN community. • Developed a paper in Oct ’09 outlining the topics and issues that need to be considered in developing an overall policy. • The WG is currently developing a draft Interim Paper that will build upon feedback on the Topics Paper
Working Groups (Continued) • Delegation / Re-delegation Working Group • Chartered to advise cNSO Council whether it should launch a PDP to recommend changes to current ccTLD delegation & re-delegation retirement policies. • Currently at Phase 1: Delegation, identifying relevant policies, procedures and practices. • Mandate through to July 2011 • Holding a public workshop at ICANN Nairobi – 7 March.
Working Groups (continued) • Strategic and Operational Planning Working Group • Has coordinated and organised participation of ccTLD managers in ICANN's Strategic and Operational planning processes. • Undertook a survey (Oct ‘09) of ccNSO members’ views of ICANN Strategic Plan and priorities. • Will be reviewing how the group gives input to ICANN’s Strategic and Operational Plan, refining processes and developing a further workplan.
Working Groups (Continued) • Redirection (Wildcard) Study Group • Developing a comprehensive overview of the issues associated with “redirection” and the current use of “redirection” by ccTLDs. • Currently liaising with ICANN’s SSAC and Security, Stability & Resilience Department, and ccTLDs that are using redirection and will develop a final report for the ccNSO Council this year. • Incident Response Working Group • developing a work plan and implementing sustainable mechanisms for the engagement of ccTLD registries during incidents that may impact the DNS. Currently defining “incident”.
