The BERCY pilot initiative under NRLM/Himayat aims to empower youth in two blocks of Jammu and Kashmir through a community-based approach to career counseling, skill development, and self-employment. Focusing on youth aged 18-35 who are school dropouts or graduates, BERCY offers tailored career options including higher education, wage employment, and self-employment. By building capabilities within community professionals, the project promotes accountability and sustainability. Key models from various Indian states will inform the implementation strategy.

BERCY pilot will focus on strengthening step 1 We are currently focusing on step 2 only, where PIAs have expertise There is a value chain, each stage requires different partnerships, this perspective of end to end solution for youth has to be taken into account.
BERCY pilot model Youth (18 to 35) 8th pass, 10th pass 12th pass, College dropouts, College graduates, PGs Career options Higher education Wage employment Self employment The capacities to manage BRECYs, youth database development, career counselling, selection of deserving candidates, and monitoring of training centres will be transferred to a cadre of community professionals, who will be accountable to the community. They will be hired by them, paid by them, monitored by them and fired by them if they do not deliver.
