  4. Agenda • Purpose of this meeting: • No politics • To review lessons learned from the recent “Downs” Area P.U.D. process • This meeting is about process not content

  5. Agenda (continued) • Purpose of this meeting: • To review the Citizens For Northville group’s findings and recommendations concerning Improved Communications and Collaboration between the City and its citizens regarding future development proposals including specific redevelopment projects.

  6. Agenda (continued) • Purpose of this meeting: • While concerns regarding the recent P.U.D. for “The Downs” area inspired this effort, it is not the purpose of this meeting to critique the specifics of that particular redevelopment proposal.

Zoning? P.U.D.? Other?

Citizens For Northville (background): • CFN group is for sustainable development that advances the community in a variety of ways. • Purpose of CFN: Improve the communication process between the City and the citizens to promote awareness and collaboration regarding future development proposals.

  12. Citizens For Northville (background): • Formed in July 2019 • Concerned business owners and residents • Keen awareness that “The Downs” project can make or break Northville.

  13. Citizens For Northville (background): • Hired an expert consultant to guide the group’s efforts (Mike Stampfler of Kalamazoo, MI). • Recent “Downs” redevelopment proposal did not appear to be consistent with the Master Plan.

Citizens For Northville (background): • The Master Plan lacks sufficient specificity regarding the community’s vision for the future. • Costs/benefits, issues and impact on community infrastructure by the recent development proposal were not documented by the City in such a way to make it easy for the the community to stay abreast of events.

  15. Citizens For Northville (background): • Limited community input to the Master Plan process and “The Downs” P.U.D. • Need improvements to the City/Citizen communication processes.

  16. Citizens For Northville (background): • Planning Commission had the difficult task of conducting the Downs P.U.D. process. • Developer withdrew from the P.U.D process.

  20. Communication Process - Current Situation • City Website posts government councils’, boards’, commissions’ meeting minutes (video recordings), relevant documents including redevelopment proposals like the recent “Downs” P.U.D.

  21. Communication Process - Current Situation • Not easy for citizens to stay abreast of developments - hard to find “Waldo” on the website.

  22. Communication Process - Current Situation • There is only limited opportunity for brief citizen comments at City meetings, not easy for citizens to provide more comprehensive input.

  23. Communication Process - Current Situation • Citizens are not prompted or encouraged to engage in the process on a timely basis, most are unaware of key developments as they happen.

Communication Process - Desired Outcome • The super-ordinate goal of redevelopment should be to achieve “the best possible” as opposed to “good enough.” • To encourage proposals that align with the City’s vision set forth in the Master Plan as opposed to trying to make the best of a less than optimal proposal.

Communication Process - Desired Outcome • Communication: Establish a real-time two way collaborative communication process with the community • Including the current status of each of the following areas in the form of a continuously updated executive summary • Including relevant data with respect to any redevelopment project • Ensure that the public can easily follow along and provide timely feedback as appropriate • Communicate information via the City’s website (allow for citizen input), Weekly City email, create a City Facebook page (allows for citizen input) and “The Ville.”

Communication Process - Desired Outcome • Flood Plain restrictions/issues: • City input to FEMA • Developer input to FEMA • Assurance that any developer proposal will: • Mitigate flooding • Improve handling/processing of storm water runoff • Risk Map Project Plan when appropriate, community meetings/hearings?

Communication Process - Desired Outcome • Escrow Accounts: • Should be required by the City by ordinance for future repair/maintenance of any proposed project related infrastructure. • Including all infrastructure projects for construction scheduled for later or phased completion that are related to the project proposed

Communication Process - Desired Outcome • “Public Impact Reports” should be required by the City before project approvals are granted: • Police, Fire, Water, Sewer • Traffic Level of Service changes (optimization for vehicle or pedestrian traffic — should be evaluated and published before project approvals granted) • Associated costs and who pays for City services required to support the proposed project should be published before approvals are granted

Communication Process - Desired Outcome • “Public Impact Reports” should be required by the City before project approvals are granted: • Financial Impact to the City and Taxpayers • Costs and Benefits should be published before project approval is granted • On-going expenses for Public Services • Costs to rate payers for storm water, water, sewer, utilities • Impact on current City water system deficiencies

Communication Process - Desired Outcome • Major questions for discussion concerning Master Plan reopening or Re-Do: • Do we need a carefully and well structured process to encourage broad based community input in a meaningful and detailed way and response to that input? What should this process look like? Citizens Committee? Public Workshops? • Should the city communicate the new process to the community and prompt feedback on the process and promote citizen involvement before undertaking the Master Plan re-do process? • Should the public be kept informed of deliberations? How can this best be done? Real time reports?

Communication Process - Desired Outcome • Major questions for discussion concerning Master Plan reopening or Re-Do: • Should the City study Master Plan “best practices” (other communities) before start of Master Plan Re-Do? • Should the MP support sustainable development that all systems can support? What encompasses “sustainable development” for the Northville community? • Should the MP reflect the overall desire of the community for the future?
