Operating Guides - Overview • Document Purpose: “ERCOT Operating Guides supplement the Protocols and describe the working relationship between the ERCOT Control Area Authority and entities within the ERCOT system that interact with the ERCOT Control Area Authority on a minute-to-minute basis to ensure the reliability and security of the ERCOT System…” • The ERCOT Operating Guides consist of eight sections: • Introduction • System Operating Guides • Operational Interfaces • Emergency Operations • Planning • Reports and Forms • Disturbance Monitoring and System Protection • Operational Metering and Communication • Protocol References are provided within the Guides TPTF Meeting

Approach • Although the ERCOT “zonal” Operating Guides document a rigorous change control process ERCOT recommends an alternate approach be adopted for the development of the Nodal Operating Guides that: • Relies on the TPTF for approval followed by TAC approval • Attempts to gain consensus with ROS, OWG, OGGR and WMS prior to engaging TPTF • Solicits input from TPTF, ROS, OWG, OGGR and WMS • Reverts to the change control process defined in the ERCOT Operating Guides no less than 6 months prior to “nodal” go live TPTF Meeting

Summary of “Nodal” Operating Guide Development • Begin with current Zonal Operating Guides • ERCOT staff will revise each section based on the Nodal Protocols • As each section is completed it will be Distributed to ROS, OWG, OGGR and WMS for a comment period • ERCOT staff will document all comments received and identify their disposition (e.g. adopted (y/n), partial adoption, provision of clarification…) and revise the Nodal Operating Guide as necessary • The above two steps will be repeated at ERCOT’s discretion in an attempt to reach consensus • The revised Nodal Operating Guide and comment disposition documentation will be distributed to TPTF, ROS, OWG, OGGR and WMS allowing for a comment period • ERCOT will then document comments received along with their respective dispositions and revise the Nodal Operating Guide as necessary • The above two steps will be repeated at ERCOT’s discretion in an attempt to reach consensus • The revised Nodal Operating Guide and comment disposition documentation will be distributed to the TPTF, ROS, OWG, OGGR and WMS no less then four days prior to the TPTF meeting at which ERCOT will request TPTF approval. • After TPTF approval the Nodal Operating Guide will be placed under change control with subsequent revisions following the above approval process • When all sections of the Nodal Operating Guides are approved by TPTF the entire approved set will be taken to TAC for their approval with subsequent revisions following the above approval process • No less than six months prior to Nodal Go-Live the ERCOT “Nodal” Operating Guides will be placed under the change control process defined within the ERCOT “Nodal” Operating Guides Iterate wo/TPTF Iterate w/TPTF TPTF Meeting
