Unrestricted Submarine Warfare • Sinking of the Lusitania.(1915) • Sussex Pledge: (1916) Germans vowed not to sink merchant vessels without warning. • Return to unrestricted submarine warfare. Germany felt they had enough subs to choke off the British and risk war with the US.

  3. More reasons 2. Allied Propaganda. Kinship to British and the French connection. 3. Hostility toward Germany. Belgium, submarine warfare, sabotage, and the Zimmerman Note. 4. American economic interests. The Wall Street connection and additional sales to allied countries.
