European Maritime and Fisheries Fund (2014-2020) • Sustainable development of Fisheries (Union Priority 1) • Aim: promoting environmentally sustainable, resource-efficient, innovative, • competitive and knowledge-based fisheries • Key points: • Budget over subscribed in England and Scotland; • Northern Ireland and Wales delayed implementation; • £57.7m budget commitment, of which £17.3million (32%) has been awarded to Port Infrastructure projects (demand has significantly exceeded expectation); • See attached Annex reflecting each Devolved Administration utilisation of the fund

Result Indicators • Sustainable Fisheries (Union Priority 1); • Based on projects awarded to-date, most of the Result Indicators (as set out in the EMFF Operational Programme) will exceed 2023 targets • A review of the targets will be undertaken in 2019, 2023 targets will be ‘stretched’ as part of an OP modification to be submitted to the European Commission.

  4. Additional £37.2million funding announced by the Environment Secretary (December 2018)

Environment Secretary announcement: Approach to Implementation: • “£37.2 million of extra funding for the UK seafood sector for projects approved during 2019 and 2020 to boost the industry as we become an independent coastal state” • Expectations of four separate funded schemes - £37.2million (Environment Secretary) and £2 million Health and Safety (Autumn Statement); • Plan to utilise the Fisheries Block Exemption Regulation (FBER) 1388/2014, which permits the provision of aid to small and medium-sized enterprises (SMEs) active in the production, processing or marketing of fishery and aquaculture products i.e. outside EMFF; • Primarily aligned to EMFF measures (same public / private intervention rates, admissibility, transparency); • Devolved Administrations currently assessing implementation options and funding priorities – additional funding will be allocated to Ports; and • HMT clarification outstanding on annual profile of budgets.
