  4. Purpose of this talk • to let the international scholarly publishing community know more about us • to let Chinese scholarly journals open up more, faster and better to the world.

Main points • Rapid increase in science and technology research in China • An following upsurge in STM papers This will seriously • Traditional model for academic publishing and communication • Difficultes that Chinese university journals are confronted with • New online repositories should be set up • Some open access initiatives

  7. The growth and development context • 405,000 STM papers were published domestically in 2006 • 172,000 papers produced in China were included in SCI, EI and ISTP in 2006 • 5387 STM journals registered in China By 1st May 2005

Research productivity in China universities(1) • Universities playing a major role more and more in STM research in China • 60% of national laboratories and key laboratories were set up in universities • China’s Ministry of Education (CMOE) has invested in 160 key laboratories in universities • Graduate students was 978,600 in 2005; of these, 191,300 were Ph.D. candidates

  9. Research productivity in China universities(2) • Of the STM papers published in China domestically 60.1% were produced in universities • Of the papers from China included in SCI, EI and ISTP 83.5% were produced by university authors

  10. Journals published by Chinese universities • Number of STM journals published by universities had risen to about 1495 titles by 2005 .This was almost one third of the total 5387 in China • STM journals are divided into several categories

Chinese university journals(2) • Academic and general in subject matter • Aim at revealing the research achievements of the sponsor university • Nonprofit and supported by the relevant university financially • Average number of staff for each editorial office was 3.7 • Most contributions were derived from within campus

  17. Difficulties and challenges (1) • Publishing model is out of date: not focus on one or a few subjects, ‘thousands of people have the same face’ ‘one publisher one journal’ business model

  18. Difficulties and challenges (2) • Lower circulation and impact • Difficulty to getting high quality contributions • Deficiency in digitization and internationalization

Cultural resources & manpower resources • 32% of Chinese university journal started before 1980 and some of them have more than 60 years of history • Being expert in publishing articles in basic subjects or theoretical research • Non-market-economic model is the advantage of being able to introduce Open Access • Thousands of editors are able to act as a team under the leadership of SCUJNS

To integrate and open up • Setting up a general online repository to publish preprints for every journal • Integrate the scattered information and put it into specialized groups • Be an exchange platform to allocate some contributions so that the resource can be mutually complementary • Be Open Access and be OAI-PMH compliant

  24. New international co-operation • Elsevier and Springer have both initiated new projects to co-operate with some Chinese university journals • The international publishers take responsibility for language improvement and overseas distribution

Conclusions • Chinese university journals are coming to a turning point in the course of development • To integrate the scattered resources and open up is the most pressing matter of the moment • Digitization and Open Access is an approach to publication and communication faster, higher and stronger
