Objective of the Planning Process One Training Provisioning Plan for the SAPS which will: • Maximize the impact of training by targeting the correct organisational priorities and individual training needs; • Provide seat allocations upfront to facilitate planning; • Ensure maximum utilization of the Training Administration System; • Ensure maximum utilization of the SAPS Academies; • Be accepted and ratified at all levels of the organisation; • Ensure effective functioning of the Training Committees; • Enable accurate monitoring of implementation.

  4. Sequencing of the Planning Process The process consists of 3 sequential sub-processes: 1. Determination of the strategic priorities & guidelines eg. targets, budget indication and templates; 2. Needs collection (Extraction, purification and prioritizing of the development needs); 3. Compilation of the Training Provisioning Plan.

  8. 1 • Women, Children & Victims • All courses directed to enhance the skills of SAPS employees to effectively deal with victims and violence against women and children

  9. WOMEN, CHILDREN & VICTIMS • General •  The rights of victims, women, children and other vulnerable groups are very specifically contained in legislation and priorities adopted by the government of South Africa. • These legislative and strategic resolutions place pertinent responsibilities on members of the SA Police Service which needs to be introduced and maintained by means of continuous training. • All legislation and government strategies regarding victims, women, children & other vulnerable groups are dealt with in the Training Provisioning Plan of the SA Police Service. • Awareness Workshops •  When new legislation with implications for the SAPS is promulgated, awareness campaigns are conducted across the organisation by means of short workshops. • The purpose of these workshops is to introduce the new legislation and accompanying national instructions and to create an awareness of the implications for the members of the SAPS. • These workshops are then followed by structured training interventions to properly train the relevant target groups. • Inclusion in the Basic Training Learning Programme • Compliance with the legislation and strategies regarding these acts are included as modules in the Basic Training Learning Programme from the date of promulgation. • This means that all members who completed the Basic Training Learning Programme after the implementation dates, are trained in the legislation and supporting national instructions. • Continuous improvement of training quality • Turnaround Strategy is being developed that will ensure: • Standardisation and Quality Assurance in training provisioning; • Strengthening of Monitoring & Evaluation in provincial training provisioning; • Partnerships with NGO’s and other government structures; • Improvement of statement taking; • Improvement of the quality of the trainers.

  16. 2 DETECTIVE DEVELOPMENT All detective related training is funded from the CJS Detective Project. An allocation of R65 045 046.00 is required for the 2013/2014 financial year.

DETECTIVE DEVELOPMENT Resolving of Crime Course (ROC) On 2011-10-14, the Portfolio Committee stated that there was 4845 detectives that did not complete the ROC or an acceptable equivalent detective course. Subsequent to that, the Division HRD set out to eradicate this backlog as follows: In addition to the above, 192 Entry Level learners will complete the Basic Training Resolving of Crime in the SAPS Academy GraaffReinet in the 2013/14 financial year.

DETECTIVE DEVELOPMENT Detective Commander Learning Programme Once the training of the entire primary target group is completed, subsequent training will focus on training of new appointees, Second-in-Command and continuous development of trained members in topics such as Command & Control, Use of the SAP6, Leadership Skills, Coaching & Mentoring, etc.

DETECTIVE DEVELOPMENT Short Interventions * The purpose of the short Basic Course: Document Related Investigations is to orientate the general detectives on the tell-tale signs of possible fraudulent documents and the procedure to request an expert opinion from the FSL Questioned Documents Section.

DETECTIVE DEVELOPMENT Continuous Development The topics of the above-mentioned courses are covered in the Basic Training as well as the Resolving of Crime Learning Programme, however they are also presented as separate short courses to sharpen skills as part of continuous development of the detectives.

DETECTIVE DEVELOPMENT Computer Literacy A series of Computer Literacy courses are planned to improve the computer skills of detectives to enable them to use the equipment and systems at their disposal. • Priority will be given to the detectives who are totally computer illiterate. • The Division HRD will embark on an elementary skills audit to determine the exact size of the target group for future planning.

EXECUTIVE NATIONAL SECURITY PROGRAMME (ENSP) • The objective of the ENSP are the following: • Develop selected officials to understand and interpret national security policy and strategies; • Improve the co-ordination of execution and implementation of national security policy and strategies and to analyse security issues facing South Africa and other countries that may possible effect the RSA strategic interest; • Confirm internal and external trends which may influence national security policies; • Develop and deepen the conceptual managerial and theoretical competency of participants abilities to think and act strategically in a complex environment; • Explore civil military relations, international relations and regional security, to enhance the conceptual and analytical basis for the development of a common security strategy.

SERVICE DELIVERY AT STATION LEVEL Station Command Development (3) Station Management Learning Programme (SMLP) • The target group for the Station Management Learning Programme consist of the commanders of full police stations as well as satellite police stations. • The high turnover in station commanders complicates training progress. • Once trained, continuous development commences to train members in topics such as Command & Control, Use of the SAP6, Leadership Skills, Coaching & Mentoring, etc.

SERVICE DELIVERY AT STATION LEVEL Client Service Courses directed at improving the levels of client service of the frontline staff at the station. • Massified Induction is also included as a module in Basic Training. • The Division HRD will also offer Learnerships in Public Administration NQF 4 to 153 learners without Matric • An Operational Induction Course for each SAPS rank level is envisaged to ensure smooth transition to the next level of responsibility. • The Kaedu Project is another initiative directed at service delivery improvement at middle and senior management level
