  21. Child welfare 2010 • In 2010, children in care totalled 10 003. The number of children in emergency placement totalled 3432. • The total number of children in care fell by about 2 per cent on the previous year, but there were 21 per cent more emergency placements. • During the year, a total of 17 064 children and young people were placed outside the home. This number increased by about one per cent on the previous year. • Half of the children taken into care are placed in families; relatives and other kin of the child concerned account for about 11 per cent. • In 2010, there were more than 78 500 children and young people as clients in child welfare and receiving support in community care.
