Introduction • Legislative Framework • The Bulgarian Identity Documents Act; • The BULSTAT Register Act; • The Electronic Document and Electronic Signatures Act; • The Commercial Register Act; • The Electronic Governance Act. • Main Aspects • eID cards/passports; • eCards for legal entities and persons performing independent activities; • Electronic signatures; • Electronic commercial register.

  3. II. eIDcards/passports • Bulgaria does not issue eID cards; • The issuance of ePassports should commence from 31.10.2007; • The process of introduction of ePassports will be long; • The Recommendations of the ICAO related to the formats of the eData should be applied.

  4. III. BULSTAT eCards • BULSTAT Register; • Subjects to BULSTAT registration; • BULSTAT eCards; • Applying for BUSTAT eCard is not obligatory.

  9. The new Commercial Register - Problems • It still can not enter into force • It should have commenced working on 1 October 2006; • Its entry into force was suspended until 1 July 2007; • It is expected to start as from 1 January 2008 • Reasons

  10. Conclusion • The problems related to the digital identity management are due to various factors; • A more general problem is the one related to the eGovernment concept; • The difficult task to resolve some of the problems is assigned to the Electronic Governance Act
