Center Origins As a result of the ERNT Report of 2000, the Revolution in Training, and Task Force Excel, Learning Centers were established to: • More closely align to Fleet needs • Use the Science of Learning to address the“root cause” of Fleet problems • Provide more responsive training Oct 2002: The Center for Personal Development (CPD) was provisionally stood up to provide non-rating specific training that enhanced individual readiness and growth. Center for Naval Leadership (CNL) was stood up to provide leadership and instructor training. May 2004: CPD was officially stood up. Apr 2005: VOLED (operational control) was aligned to CPD. Oct 2006: CPD was renamed to Center for Personal and Professional Development (CPPD) when merged with NPC’s Center for Career Development (CCD). Oct 2007: CCD returned to NPC. Oct 2007: CPPD and CNL directed to merge as of 1 Oct 2008.

CPPD Areas of Responsibility • Personal Development • Responsible for delivering non-rating specific training, tools and information to Sailors and their families in the subject areas of Interpersonal Relationships, Individual Character, Risk Management (off-duty), Health and Wellness, Personal Financial Management and Lifelong Learning. • Professional Development • Responsible for the delivery of Navy Career Counselor (NCC) Course and Enlisted and Officer formal leadership development opportunities including Individual on-line, Command Delivered and In-Residence courses and training material. • NETC executive agent for Instructor Development to include the Work Space Trainer, Journeyman Instructor Courses and the Master Training Specialist program. • Provides ISIC oversight for the Command Master Chief/Chief of the Boat Course and Command Leadership School in Newport, Rhode Island. • Voluntary Education (VOLED) • Responsible for executing the Navy VOLED program, including Navy College Offices, Navy College Program for Afloat College Education (NCPACE) Academic Skills, USMAP, and the “virtual” Navy College Center. • Special advisor on VOLED matters to academia, industry and public sector organizations per NETC direction.

  12. Voluntary Education Navy Voluntary Education professionals provide educational services world-wide, anytime, anyplace to Sailors and their family members supporting their life-long goals and the Navy’s mission.

Navy College Network • The Voluntary Education Directorate is responsible for administering the Navy Voluntary Education programs, to include Navy College Offices. • 52 Navy College Offices (NCO) Worldwide, located in Fleet concentration areas provide support and counseling to Sailors and their families. • The Six Regions are: • Northeast/Europe (Naples, Italy) • Southeast (Norfolk, VA) • Southwest (San Diego, CA) • Western (Bangor, WA) • Gulf Coast (Jacksonville, FL) • Far East (Yokosuka, Japan)

Other CPPD Resources • As CPPD attempts to foster an environment of good decision making, there are a number of resources and opportunities for Sailors to take advantage of: • CPPD manages the Career Development, Personal Development, Leadership and parts of the Learning Pages on NKO. • CPPD owns and operates the LIFELines Web Page. • CPPD maintains Credentialing Opportunities Online (COOL) for courses we deliver. • CPPD distributes Encompass, a monthly email to all fleet leaders, spotlighting new information and recent changes to policy and training that affect pertinent subject matter for CPPD.

Drug and Alcohol Program Advisor (DAPA) / S-501-0100 • Course Description: 4-day course provides Fleet ADCO and DAPA candidates the necessary training to manage command prevention, conduct administrative screenings, and monitor aftercare programs. • Course Locations: 735N CPPD Det San Diego (TCT) 735P CPPD Det San Diego (MTT) 735R CPPD Det Norfolk (TCT) 735S CPPD Det Norfolk (MTT) • Course Requirements: OPNAVINST 5350.4C - mandatory facilitated course for all ADCO and DAPA candidates. • Annual Convenings/ Throughput: • FY’06: 49 / 1618 • FY’07: 27 / 1310 • Items/ Issues: Course revision in progress to include more scenarios and “hands on” practical application.

Alcohol AWARE / S-501-0160 • Course Description: 4 hour command level course delivered by DAPAs or ADAMS Facilitators, used within commands, in whole, in part, or in any manner that best suits the command’s alcohol abuse prevention and de-glamorization efforts. • Course Locations: 744H Norfolk (TCT) 744G Command Delivered • Course Requirements: OPNAVINST 5350.4C - for all junior enlisted (E1 – E4) and junior officers (01 -03), to be conducted within 2 yrs of accession. Strongly recommended for ADCOs. • Annual Convenings/ Throughput: • FY’06: 201 / 10,432 • FY’07: 246 / 6,922 • Items/Issues: - Currently, no standardized training for fleet DAPA’s conducting the Alcohol AWARE training. - CIN is used to identify completion of the course but commands must submit student rosters to CPPD to ensure students get credit for course completion.

Alcohol and Drug Abuse Managers/Supervisors (ADAMS) for Supervisors Training/ S-501-0120 • Course Description: 1day course designed to provide Navy supervisors with knowledge and skills in alcohol and drug abuse prevention, recognition and documentation, intervention and aftercare. • Course Locations: 00BD Mayport (VTT) 03AW Mayport (TCT) 992V Norfolk (VTT) 736B Norfolk (TCT) 736C Norfolk (MTT) 8040 Norfolk (AEC) 736D San Diego (TCT) 736E San Diego (MTT) 8042 San Diego (AEC) • Course Requirements: OPNAVINST 5350.4C – training for all E5 and above personnel in first line supervisory positions. Strongly recommended for ADCOs. • Annual Convenings/ Throughput: • FY’06: 468 / 13,781 • FY’07: 429 / 10,286 • Items/issues: • CIN is used to identify completion of the course and commands must submit student rosters to CPPD to ensure students get credit for course completion.

All candidates should have attended the ADAMS for Supervisors course prior to attending. • Annual Convenings/ Throughput: • FY’06: 39 / 800 • FY’07: 26 / 775 • Items/ Issues: None

  23. Alcohol and Drug Abuse Managers/Supervisors (ADAMS) for Leaders Training/ S-501-0130 • Course Description: 4 hour training course for all CO’s, XO’s, CMC’s, and Department Heads 04 and above. The course focuses on managing substance abuse issues at the command and community level. It is a practical leadership course in the prevention and de-glamorization of alcohol abuse and the deterrence of drug use. • Course Locations: 03AX Mayport (TCT) 739Z Norfolk (TCT) 7400 Norfolk (MTT) 7401 San Diego (TCT) 7402 San Diego (MTT) • Course Requirements: OPNAVINST 5350.4C – states that this is a once in a career requirement. Strongly recommended for ADCOs. • Annual Convenings/ Throughput • FY’06: 51 / 695 • FY’07: 36 / 551 • Items/ issues: None
