  4. “La falta de reformas estructurales es relevante no solo​ para combatir el desempleo, sino también para promover la transición desde la economía informal a la economía formal: Una mayor proporción de contratos por tiempo determinado y empleo temporario no solo se relaciona con niveles de empleo más altos sino también con el hecho que la proporción de economía informal es más pequeña en países donde las empresas pueden recurrir fácilmente al trabajo eventual y a las Agencias de Empleo Temporario.  De esta manera, los gobiernos deben predicar con el ejemplo y actuar conforme a lo que acordaron a nivel del G20.”
