  2. Observations • Most GCIC work is during working hours • Manpower on watch is under-utilized • Current manning built for surge • Retention of watchstanders is awful • Looming shortfall of manpower • GCIC not used by SEALOGs as envisioned GCIC MANNING PROPOSALS MSC N3 8-Sep-14
