Title II Part A Supporting Effective Instruction Purpose of Funds: • increase student achievement; • improve the quality and effectiveness of teachers, principals, and other school leaders; and • provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

  5. Title II Part A Supporting Effective Instruction Purpose of Funds for Services for Private Schools: Provide Private School Educators with equitable services for professional development (PD) in comparison to public schools.

  6. Process for Participation Process: • Indicate Interest (annual survey) • Participate in Consultation • Submit a Needs Assessment • Request to Draw Funds

  8. Consultation (A) Identification of Needs Schools submit their Needs Assessment Worksheet to the SEA. Due: August 19, 2019 Email to: Title2Privateschool@notes.k12.hi.us Note: We are transitioning to a gmail system, the new email address will be shared when it becomes available

Consultation (B) Requesting Services • Based on School Needs Assessment • Schools submit the Request for Services form (OHR PS1) • Submit minimum of 30 days prior to activity or travel. • Email: title2privateschool@notes.k12.hi.us; or • Mail to: Department of Education Office of Talent Management 650 Iwilei Road, Suite 320 Honolulu, HI 96817 Attn: Educator Quality Section – Private School Participation

  10. Consultation (C) How Services Are Provided • How, Where and Who will provide the services? • Services are contracted or purchased by the HIDOE for the Private School • Where - based on the requested service • Who - based on the requested service

  11. Consultation (D) How Services Are Assessed • Request for Services are reviewed and approved based on • Schools needs assessment • Related to improving instruction and/or school leadership • Allowability under Title II A

Consultation (E) Size and Scope • Services are limited to: • The available funds awarded for each school, if funds are awarded and set aside on a school-by-school basis or • The total amount of funds awarded for all participating private schools, if funds are awarded and set aside based on pooling of funds

  13. Consultation (F) How the Amount is Determined • School’s K-12 enrollment • Per Pupil Rate (varies year to year) • Award amount = Per Pupil Rate X # of Students Example: Per Pupil Rate = $25 School Enrollment (K-12) = 500 Award Amount = $25 X 500 = $12, 500

  14. Consultation (G) Transfer of Funds (Title IV to II) • Hawaii’s ESSA Plan transfers Title IV A Funds to Title II A • Title IV A funds are therefore included in the schools award amount for Title II A Private School Participation

  15. Consultation (F+G) Estimated Per Pupil Amount • Estimated for SY2019-2020 • $83 per pupil • Final amount will be determined based on total student count of participating schools

Consultation (H) Delivery of Services • Requires submission of the Request for Services • Requests are processed as soon as possible • Services are delivered based on contracted/purchased agreements • Schools are notified if services are allowed/not allowed • Payments are made directly to provider and NOT school

  17. Consultation (I) Providing of Services • Services are provided directly to the schools based on Requested Services. • Most services are contracted or purchased from a separate entity • HIDOE obtains the services/goods on behalf of the school • NO payments can be made directly to schools

Consultation (J) Pooling or School-by-School • Agreement Required • Pooling of Funds ? • Total amount of funds for all participating schools are pooled together and are used on a first come, first served basis up to the total available • School-by-School? • Funds are set aside for each school based on their enrollment. Only school may use their funds.

  19. Important Information Things to Know

Allowable Activities Funds can only be used for allowable professional development activities: • Improve the knowledge of teacher, principals and other educational personnel in academic subjects; • Improve instructional strategies, methods and skills; • Integrating technology to the curricula; • Methods to improve student behavior; • Leadership training for Principals and Superintendents; • Use of data and assessments to improve instruction; • Services are for teachers, principals, and other school leaders (cannot be used for students and non-educator personnel).

Travel Hawaii Administrative Rule HAR §3-10-6 • Requires that the lowest fare is purchased; and • Any changes due to personal travel shall be the responsibility of the traveler. • In general, rental cars are not allowed. Hawaii Department of Education Out of State Travel Guidelines • Travel departure time may not be in excess of 30 hours prior to the start of business and/or end of business function.

  23. Note: Allow 3-4 weeks for travel reimbursements. Note: Travel reimbursements take 3-4 weeks to process.

  25. Availability of Funds Funds are available from October 1, 2019 through September 30, 2020. Section 1117(a)(4)(B) of ESSA – funds allocated…shall be obligated in the fiscal year for which the funds are received by the agency. Request for Services (OHR PS1) must be submitted no later than September 1 of the year that the funds expire (travel requests must be submitted by August 15).
